المستخلص: هدفت الدراسة التعرف على درجة ممارسة الشفافية الإدارية في الجامعات الأردنية الخاصة من وجهة نظر رؤساء الأقسام الأكاديمية فيها، ولتحقيق أهداف الدراسة تم تطوير استبانة اشتملت على (٤٧) فقرة هدفت في مجملها إلى الكشف عن درجة ممارسة الشفافية الإدارية في الجامعات الخاصة، وقد تم التحقق من صدق الأداة وثباتها، وقد تكونت عينة الدراسة من (٩٣) رئيس قسم أكاديمي اختيروا بالطريقة الطبقية العشوائية من بين الأقسام الأكاديمية في الجامعات الأردنية الخاصة للعام الدراسي(2012/2013). وللإجابة عن أسئلة الدراسة تم احتساب المتوسطات الحسابية والانحرافات المعيارية، وتحليل التباين الأحادي لإجابات أفراد عينة الدراسة، وقد بينت نتائج الدراسة أن درجة ممارسة الشفافية الإدارية في الجامعات الأردنية الخاصة تتم بدرجة كبيرة. كما أنه لا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (a<0.05) بين المتوسطات لدرجة ممارسة الشفافية الإدارية في الجامعات الأردنية الخاصة تعزى لمتغيرات (الرتبة الأكاديمية، سنوات الخبرة، نوع الكلية). وأوصت الدراسة العمل على تعميق وزيادة الوعى بممارسة الشفافية الإدارية لدى الكوادر الأكاديمية في مؤسسات التعليم العالي الأردنية عن طريق تدريبهم على مفهوم ممارسة الشفافية، واطلاعهم على تجارب الجامعات العالمية والنجاحات التي حققتها لتبنيها وممارستها الشفافية من خلال تنمية القيم والاتجاهات لبناء ثقافة تنظيمية جامعية راسخة لتأكيد ممارسة الشفافية لدى جميع العاملين في الجامعات وذلك للتخلص من بعض القيم الاجتماعية المغلوطة مثل الواسطة والمحسوبية التي تساهم بشكل فاعل في الحد من ممارسة الشفافية وخاصة عند تعيين الكوادر الإدارية والأكاديمية وآلية صنع القرار وتطبيقه في تلك الجامعات.

This study aimed to identify the administrative transparency implementation extent in the Jordanian private universities from the views of the directors of the academic departments in these universities. To achieve the study aims, a 47-items questionnaire was developed generally intended to identify the administrative transparency in the private universities. The validity and reliability of the instrument had been duly verified. The study sample consisted of (93) academic departments' directors who were chosen through the random strata from the academic departments in the Jordanian private universities during the 2012/2013 academic year. To answer the study questions, the means, standard deviations (SD's), , and ( One – Way – ANOVA ) analysis of the study sample individuals. The findings of the study indicated that the implementation of the administrative transparency in the Jordanian private universities is made to a wide extent. The study findings further showed that there are no statistically significant differences at (<0.05) significance level in the means of the administrative transparency practicing in the Jordanian private universities that may be ascribed to the (academic rank, years of experience, type of faculty) variables. The study recommended deepening and increasing the awareness of practicing the administrative transparency with the academic cadres at the Jordan higher education institutions. Such awareness could be performed through training these cadres on the transparency practicing concept, and informing them about the experiments of the international universities and the successes they gained as a result of the adoption and practicing of such transparency, through developing the values and trends to build an established organizational university culture, to stress on the transparency practicing with all the university workers. This is essential for the purpose of getting rid of some misused social values such as favoritism and patronage, which effectively contribute in constraining the transparency practicing, especially when it comes to appoint the administrative and academic cadres, decision making mechanism, and implementation in these universities.
