المستخلص: لم يعد الإعداد الأكاديمي العالي بأقسام ومعاهد المكتبات ودراسات المعلومات قادراً لوحده على مواجهة كل التطورات الرقمية، والمستجدات التكنولوجية الكثيرة والسريعة التي حملتها التغيرات والتحولات التي يعيشها العالم منذ عقود، والتي ما فتأت تؤثر عميقاً على مهنة المكتبات والمعلومات من حيث مفهوم العمل وبيئته، لذا أصبح يستلزم على هذه الأقسام والمعاهد أن تضافر جهودها مع جهود باقي الأطراف الفاعلة في عملية الإعداد وعلى رأسها اتحادات المكتبات والجمعيات المهنية، والتي تعد بمثابة الوسيط بين المؤسسات الأكاديمية ومحيطها الخارجي نظراً لقدرتها معرفة حيثيات الواقع ورصد التطورات والاحتياجات الجديدة بحكم تواجدها بقلب البيئة المهنية. تحقيقاً لدور الاتحادات تأتي هذه الدراسة للتعرف على كيفية مشاركة اتحادات المكتبات في تطوير وتنمية الكفاءات المهنية لأخصائي المكتبات والمعلومات، مع التركيز على مشاركة الاتحاد العربي للمكتبات والمعلومات في ذلك باعتباره أهم وأبرز اتحاد مهني في العالم العربي، وكذا التعرف على الطرق والآليات التي يعتمدها هذا الأخير للتحسين من جودة الكفاءات المهنية لأخصائي المكتبات والمعلومات بالوطن العربي. من خلال دراسة تحليلية لمختلف البرامج التدريبية التي نظمها الاتحاد العربي للمكتبات إلى نهاية عام 2016 من دورات تدريبية وورش عمل وغيرها، ساعدتنا هذه الدراسة على جمع معطيات ذات دلالة سوف تثير النقاش وتساهم في بناء الخطط التطويرية للمهنة.

The higher academic preparation in departments and institutes of library science and information studies is no longer able to face on its own all the digital developments and the rapid and numerous technological novelties generated by the transformations and changes introduced in the world for centuries and which have become able to affect deeply the profession of libraries and information in terms of work and its environment as a concept. Consequently, it has become an obligation for these departments and institutes to assemble their efforts with those of the other parties that are active in the process of academic preparation on their top library unions and professional associations that are considered as a mediator between the academic institutions and their external environment thanks to their ability to know the details of the facts and to monitor the new developments and needs by virtue of their presence in the heart of the professional environment. In the investigation of the role of unions comes this study in Order to identify, on the one hand, the library unions’ participating ways in developing and promoting the library and information professional competencies with an insistence on the participation of the Arab Federation for Libraries and Information (AFLI) in this context as the major and the most distinguishing professional union in the Arab world, and on the other hand, the ways and mechanisms adopted by the latter for the sake of improving the quality of the library and information specialist’s professional competencies in the Arab world. We adopted an analytic study concerning the different training programmes organized by AFLI in the form of training courses and workshops… that helped us to collect significant data that may enhance a fruitful debate and contribute to the building of development plans for the profession.
