Good governance and development are considered of the most important necessities for the Arab peoples who look and attempt to achieve welfare and luxury, yet most of the development projects adopted by the Arab countries since their independence had failed, the means, that had been adopted by their governments, had led to more declining, they had never succeed in removing poverty, ignorance and diseases, a great number of Arab still live in very bad conditions due to the government negligence and the shortage of development opportunities. The study problem is represented by the relation between the good governance and the economic development, the way of improving people conditions by the good and democratic governance institutions, and increasing their opportunities of the political and economic development to submit a futuristic perception to adjust this relation so as to achieve the sustainable development. The research depends on a hypothesis:- there is a direct( positive) relation between the governance institutions nature of and the possibility of achieving development in the Arab countries. That is to say the governance type development and the direction towards democracy may increase the possibility of achieving development in these countries. To prove, or rebut, this hypothesis, the researcher divided the research into three chapters preceded by an introduction and followed by the conclusions and recommendations. The first chapter deals with the conceptual frame of the good governance within two topics to identify the concept of the good governance with its elements and indicators in the first topic, and to analyze the relation between the good governance and development in the second topic. A brief exhibition of the Arab countries development status had been given in the second chapters within two topics:- the first exhibits the economic development in the Arab countries, and the second studies the features of the development crisis in the Arab countries under the governance crisis and the democracy shortage. In the third chapter, the researcher recognizes the effect of the good governance on development in the Arab countries via two topics:- the regular analysis of the effect of the good governance on the economic and human development and how to improve the good governance in the Arab countries in a way that serves development process by suggesting the four partners participation among the state, private sector, civil community and the international community.
