المستخلص: تسعي الدراسة إلى تحديد مستوي أبعاد فعالية برامج الرعاية الاجتماعية الأهلية المقدمة للمعاقين حركيا وتحديد مستوي أبعاد تحقيق العدالة الاجتماعية لهم والصعوبات التي تواجه فعالية تلك البرامج وتحديد مقترحات زيادة فعاليتها والتوصل إلى مجموعة من الآليات لزيادة فعالية برامج الرعاية الاجتماعية الأهلية في تحقيق العدالة الاجتماعية للمعاقين حركيا. وتنتمي هذه الدراسة إلى الدراسات التقويمية التي اعتمدت على منهج المسح الاجتماعي الشامل للشباب المعاقين حركيا المستفيدين من مركز الطفل المعاق التابع لجمعية الجزويت والفرير بمحافظة المنيا وعددهم ( 192) مفردة، وكذلك منهج المسح الاجتماعي الشامل للمسئولين بمركز الطفل المعاق التابع لجمعية الجزويت والفرير بمحافظة المنيا وعددهم (10) مفردات، واستخدمت أداتين أساسيتين هما استبيان للمعاقين حركيا، ودليل مقابلة شبة مقننة للمسئولين، وتوصلت الدراسة إلى عدة نتائج من أهمها: أن مستوى أبعاد فعالية برامج الرعاية الاجتماعية الأهلية المقدمة للمعاقين حركيا متوسط، ومستوى أبعاد تحقيق العدالة الاجتماعية للمعاقين حركيا مرتفع، كما توجد علاقة طردية دالة إحصائيا بين أبعاد الرعاية الاجتماعية وتحقيق العدالة الاجتماعية للمعاقين حركيا، وحددت الدراسة مجموعة من الآليات لزيادة فعالية برامج الرعاية الاجتماعية الأهلية في تحقيق العدالة الاجتماعية للمعاقين حركيا منها: إنشاء نظام للتوثيق الإلكتروني لكافة البرامج والخدمات التي تقدم للمعاقين حركيا، إعادة تأهيل المعاقين حركيا وتمكينهم من التنافس في سوق العمل، التنسيق بين خدمات التدريب المهني للمعاقين حركيا وخدمات التشغيل، تطوير سياسات الرعاية الاجتماعية الأهلية بما يحقق الاستدامة في تقديم الخدمات للمعاقين حركيا الحاليين والمستقبليين، إنشاء بنك مصري للمعاقين يساهم في تمويل مشروعاتهم الصغيرة.

The study seeks to determine the level of dimensions of the effectiveness of the social welfare programs provided for the physically handicapped, determine the level of the dimensions of achieving social justice for them and the difficulties facing the effectiveness of these programs, and identify proposals to increase their effectiveness and reach a set of mechanisms to increase the effectiveness of the social welfare programs in achieving social justice for the physically handicapped. This study belongs to the evaluation studies that relied on the approach of the comprehensive social survey for the physically handicapped young people who benefited from the handicapped Child Center of the Jesuit and Freer Association in Minya Governorate, numbering (192) sample, as well as the comprehensive social survey method for the officials of the handicapped Child Center affiliated with the Jesuit Association and the Freer in Minia Governorate (10) sample, and two basic tools were used, namely a questionnaire for the physically handicapped, and a semi-codified interview guide for officials. The study reached several results, the most important of which are: The level of effectiveness dimensions of the social welfare programs provided to the physically handicapped is moderate. I, and the level of dimensions of achieving social justice for the physically handicapped, and there is a statistically significant direct relationship between the dimensions of social care and achieving social justice for the physically handicapped, and the study identified a set of mechanisms to increase the effectiveness of civil social care programs in achieving social justice for the physically handicapped, including: Establishing an electronic documentation system For all programs and services provided for the physically handicapped, rehabilitating the physically handicapped and enabling them to compete in the labor market, coordinating between vocational training services for the physically handicapped and employment services, developing social care policies Eligibility In order to achieve sustainability in providing services to the current and future physically challenged persons, the establishment of an Egyptian bank for the handicapped contributes to the financing of their small projects.
