الحوكمة نظام يوضح رؤية الجمعية ورسالتها ويحدد غايتها بما يسهم في تحديد الفرص والمخاطر المحيطة بها ونقاط القوة والضعف المميزة لها بهدف اتخاذ القرارات الاستراتيجية المؤثرة على المدى البعيد، كما تعد الحوكمة بالجمعيات الأهلية نظاما للرقابة والتوجيه على المستوى المؤسسي، والذي يحدد المسئوليات والعلاقات مع جميع الفئات المعنية، ويوضح القواعد والإجراءات اللازمة لصنع القرارات الرشيدة المتعلقة بعمل الجمعية، كما يعتبر نظام يدعم العدالة والشفافية والمساءلة المؤسسية ويعزز المصداقية في بيئة العمل، وتعتبر طريقة تنظيم المجتمع إحدى طرق الخدمة الاجتماعية التي تهتم بدراسة المنظمات وزيادة معدل أداء وفاعليتها عن طريق إعادة صياغة الجوانب التنظيمية التى تنصب على بناء الجمعية الإداري الداخلي لإحداث التنسيق بين وحداتها، لذلك ركزت الدراسة الحالية على تحديد الآليات المهنية لطريقة تنظيم المجتمع في تطبيق الحوكمة بالجمعيات الأهلية، هدفت الدراسة إلى تحديد الآليات المهنية لطريقة تنظيم المجتمع في تطبيق الحوكمة بالجمعيات الأهلية، وهي دراسة وصفية اعتمدت على منهج المسح الاجتماعي بالعينة، حيث صممت الباحثة استمارة استبار لتحديد الآليات المهنية لطريقة تنظيم المجتمع في تطبيق الحوكمة بالجمعيات الأهلية. مفاهيم الدراسة تتمثل في: مفهوم الآلية، مفهوم الحوكمة مجالات الدراسة. أ- المجال المكاني: تم اختيار عينة عمدية من الجمعيات الأهلية بالمنطقة الشمالية بمحافظة القاهرة. ب- المجال البشرى: بلغ عدد مفردات عينة الدراسة (٦٨) من أعضاء مجالس إدارات الجمعيات الأهلية عينة الدراسة والعاملين بها. ج- المجال الزمنى: استغرقت الفترة الزمنية لإجراء الدراسة الميدانية حوالى شهر من 15/7/2015 إلى 16/8/2015. سادساً نتائج الدراسة الميدانية: استهدفت الدراسة الإجابة على تساؤل رئيسي مؤداه ما الآليات المهنية لطريقة تنظيم المجتمع في تطبيق الحوكمة بالجمعيات الأهلية وتضمنت عدد من الآليات الخاصة بتنمية الموارد المالية- الديمقراطية الداخلية - الشفافية - المساءلة - تنمية الموارد البشرية.
Governance system illustrates our vision, mission and defines its purpose in order to identify opportunities and risks surrounding the strengths distinctive and weaknesses in order to make strategic decisions affecting the long-term, as is the governance voluntary associations system of supervision and guidance at the institutional level, which defines the responsibilities and relationships with all the groups concerned , explains the rules needed to make wise decisions regarding the work of the Assembly and procedures, as is the system that supports justice, transparency and institutional accountability and enhances the credibility of the work environment, and is a of community organization method one of the social work that are interested to study the organizations and increase their performance and effectiveness by recasting the organizational aspects which focus the construction of the administrative Assembly to bring about internal coordination between the units, so the current study focused on identifying professional techniques of community organization method in the application governance in voluntary associations. Second: The Study Aims: the effect a major goal: to determine techniques of community organization method in the application of governance in voluntary associations. Third: questions of the study: the main question: What techniques of community organization method in the application of governance in voluntary associations? Fourth: the concepts of the study are: techniques, governance Fifth: The procedures methodology of the study: * type of study: descriptive study -* Study Method: social survey sample curriculum, *study tools: researcher questionnaire form designed to determine how to community organization method in the application of professional associations and voluntary governance techniques. *fields of study(A) Place field: the intentional sample of NGOs in the region of North Cairo Governorate choose, (B) the human field: The number of vocabulary study sample (68) of the members of the boards of NGOs departments of the study sample and their employees, (C) period field: the period of time it took to conduct a field study about a month from 15/07/2015 to 08/16/2015. Sixth: the results of study: The study aimed to answer a main question what the effect techniques for the professional techniques to community organization in the application of governance in voluntary associations included the development of a number of internal democratic techniques financial resources - transparency - accountability - human resource development.
