المستخلص: By virtue of the colonial administration control over the education system in Algeria, it produced a group of Algerians who believed in the French culture, which enabled them to try to represent their compatriots before the colonial authority in Algeria and France. They mobilized the administration of the occupation and its intrigues and put pressure on Paris government to reform the Algerian policy. Seats in the French Parliament allowed them _the Algerians_ to participate in the local elections, as a result; French people recognized the Algerian personality, and defended their principles of progress and advancement. The colonial administration made the Algerians enjoy their political and economic rights using the press and the petitions to inform their ideas and political positions, especially since 1908, the date of the decree of the census of young Algerians for recruitment into the French army. This decree, which was the occasion that prompted the Algerian elite to discuss and take part in it, included the integration elite that accepted the Algerian and made him focus on his concerns until the First World War. The ideal of the elite was the collection of as much possible of Algerians political rights, and the elimination of exception rules. So the present article reflects the features of a stream of a current Algerian political thought at the turn of the twentieth century.
