التنمية الاقتصادية هي مجموعة برامج وخطط تمر بمراحل عديدة يؤثر فيها القرار السياسي سلبا وإيجابا حسب القيمة المضافة أو المساهمة المفقودة، ولذلك فقد تناولت الورقة موضوع تأثير القرار السياسي على التنمية الاقتصادية في السودان، وهدفت إلى التعرف على القرار السياسي وأنواعه، وطرق وآليات اتخاذه، وكذلك التعرف على حدود التأثير ومدى مساهمته الإيجابية ناحية تحقيق التنمية المنشودة من قبل المجتمع، وقد استخدمت الورقة في تناولها للموضوع المنهج التاريخي المتتبع للقرار السياسي وكذلك المنهج الوصفي للتعرف على طبيعة القرارات السياسية في السودان، كما تستخدم الورقة المنهج التحليلي لمعرفة مدى التأثير السياسي على خطط وبرامج التنمية الاقتصادية الموضوعة من قبل الجهاز الإداري للدولة، وقد توصلت الورقة بالدراسة إلى مجموعة من النتائج أهمها: أن عدم الاستقرار السياسي في السودان والتقلب بين الأنظمة العسكرية والمدنية في الحكم أدى إلى صناعة واتخاذ قرارات سياسية متعددة وغير متسقة أثرت على مجمل برامج وخطط التنمية الاقتصادية، وكذلك التوجهات السياسية والأيدولوجية التي اتبعتها الحكومات السودانية المتعاقبة أدخلتها في صراع المحاور السياسية الدولية المختلفة وقد خسر السودان كثيرا بفعل ذلك نظراً لضعف تأثيره على هذه المحاور، وتوصلت الورقة لمجموعة من التوصيات من أهمها: عمل إصلاحات جزرية للمنظومة الاقتصادية في السودان وإعادة هيكلتها، وكذلك قيام مؤتمر متخصص من الخبراء الوطنيين مناقشة القضايا الاقتصادية برؤية مهنية وعلمية بعيدة عن التجاذبات السياسية للوصول لرؤية اقتصادية شاملة تعالج المشكلة ليخرج السودان من دائرة الضعف والفقر إلى الريادة والرفاهية وهو مؤهل لذلك ويمتلك المقومات.
