استهدف البحث رصد واقع المدن الذكية في مدى تحقيقها لأبعاد التنمية المستدامة، وذلك من خلال التعرف على دور المدن الذكية في تحقيق البعد الاجتماعي والاقتصادي والبيئي والتكنولوجي للتنمية المستدامة من وجهة نظر المتخصصين، كما سعى البحث إلى تحديد مدى توافر أبعاد التنمية المستدامة في العاصمة الإدارية الجديدة محل الدراسة باعتبارها نموذجا للمدن الذكية، بالإضافة إلى تقديم تصور مقترح لمواجهة المشكلات التي تواجه التوسع في إقامة المدن الذكية من أجل تحقيق أهداف التنمية المستدامة. وقد اعتمدت الدراسة على المنهج الوصفي التحليلي، وذلك سعيا إلى وصف وتحليل الواقع الفعلي للمدن الذكية في المجتمع المصري، حيث أجرى البحث على عينة من المتخصصين في مجالات الطاقة والبيئة والنقل والتكنولوجيا والاجتماع، والتي تم اختيارها عمديا من أعضاء الشعب واللجان المختلفة بنقابة المهندسين المصرية، نظرا لخبراتهم في مجال المدن الذكية، حيث تضم اللجان والشعب العديد من أساتذة الجامعات والمهندسين المهنين الذين لهم خبرات في مجال الدراسة سواء الأكاديميين منهم، أو العاملين في المجال العملي (التطبيقي)، حيث بلغ عددهم 150 مبحوث، وذلك بهدف رصد واقع المدن الذكية ومدى تحقيقها لأبعاد التنمية المستدامة، وذلك بالتطبيق على العاصمة الإدارية الجديدة، باعتبارها نموذجا للمدن الذكية. وتم جمع البيانات باستخدام استمارة استبيان تم إعدادها لهذا الغرض، وقد توصلت الدراسة إلى عدة نتائج أهمها: 1. أن العاصمة الإدارية الجديدة تعد نموذجا للمدن الذكية وتعمل على تحقيق أبعاد التنمية المستدامة، وأن من أهم عوامل نجاح المدن الذكية من وجهة نظر المتخصصين هي تبني مفهوم الحوكمة الابتكارية يليها توفر رؤية واضحة مرتكزة على استراتيجيات محددة وقابلة للتطبيق ثم توفر شفافية الابتكار، ومدى مشاركة المواطنين. 2. اتضح أن من أهم المعوقات والمشاكل التي تواجه المدن الذكية من وجهة نظر المتخصصين هي غياب التشريعات والمعايير في إنشاء المدن الذكية، والتهديدات الإلكترونية، يليها صعوبة تقبل المجتمع نمط الحياة الجديد. The research aimed to monitor the reality of smart cities in the extent to which they achieve the dimensions of sustainable development, by identifying the role of smart cities in achieving the social, economic, environmental and technological dimension of sustainable development from the point of view of specialists, and the research also sought to determine the availability of sustainable development dimensions in the New Administrative Capital under study as a model for smart cities, in addition to providing a proposed vision to face the problems facing the expansion of smart cities in order to achieve sustainable development goals.. The study relied on the descriptive analytical approach, in an effort to describe and analyze the actual reality of smart cities in Egyptian society, where the research was conducted on a sample of specialists in the fields of energy, environment, transport, technology and sociology, which were deliberately selected from members of the various divisions and committees of the Egyptian Engineers Syndicate, due to their experiences in the field of smart cities, where the committees and the people include many university professors and professional engineers who have experience in the field of study, whether academics, or workers in the practical field (Applied), where their number reached 150 respondents, with the aim of monitoring the reality of smart cities and the extent to which they achieve the dimensions of sustainable development, by applying to the New Administrative Capital, as a model for smart cities. The data were collected using a questionnaire prepared for this purpose. The study found that: * the New Administrative Capital is a model for smart cities and works to achieve the dimensions of sustainable development, and that one of the most important factors for the success of smart cities from the point of view of specialists is the adoption of the concept of innovative governance, followed by the availability of a clear vision based on specific and applicable strategies, then providing transparency of innovation, and the extent of citizen participation. * It turns out that one of the most important obstacles and problems facing smart cities from the point of view of specialists is the absence of legislation and standards in the establishment of smart cities, and electronic threats, followed by the difficulty of society to accept the new lifestyle |
