تعد روسيا هي الدولة الكبرى من حيث المساحة في العالم، إلا أنها محدودة من ناحية قدرتها على الدفاع عن نفسها، وذلك في حالة نشوب حرب شاملة وواسعة؛ لأنها أرض مسطحة ومترامية الأطراف، وتكثر فيها المستنقعات. وبسبب القلق الروسي من تحالف الغرب مع الولايات المتحدة الأمريكية والمتمثل في "حلف الناتو"، وتخوفها من انضمام أوكرانيا لهذا الحلف، فإن أوكرانيا تعتبر بالنسبة للأمن القومي الروسي أرضا استراتيجية من ناحية ثراها بالمعادن وجغرافيتها الاستراتيجية. كما أن لأوكرانيا أهمية استراتيجية بالنسبة لروسيا تكمن في أنها توفر لروسيا منطقة عازلة بينها وبين دول حلف الناتو، كما تعد طريقا بريا لها نحو وسط أوروبا، بالإضافة إلى إمكانية قيام روسيا بإقامة المنشآت البحرية والقواعد العسكرية على طول الخط الساحلي لأوكرانيا، وهو ما يتيح لروسيا بسط نفوذها البحري على منطقة البحر الأسود، إلى جانب وجود طرق النقل المهمة بالنسبة لروسيا، ووجود خطوط أنابيب الطاقة الروسية التي تمر عبر الأراضي الأوكرانية.
