المستخلص: هدفت الدراسة إلى تحديد خصائص منصات المؤسسات الثقافية العربية للبيانات المفتوحة وسماتها في البيئة العربية، مع رصد مدى التزام هذه المنصات بسياسات ومعايير إتاحة البيانات المفتوحة، لتحقيق التنمية المستدامة، من خلال التحليل المقارن لواقع إتاحة البيانات المفتوحة عبر منصات المؤسسات الثقافية العربية في ضوء أهداف التنمية المستدامة، المنهج المسي القائم على أسلوب الوصف والتحليل، وكان من أهم نتائجها عدم وجود فروق ذات دلالة إحصائية باتجاه ملامح البيانات الثقافية المفتوحة وفقا لمتغير طبيعة المؤسسة، وكذا وفقا لمتغير المدى التاريخي للمؤسسة، كما تبين وجود فروق ذات دلالة إحصائية باتجاه ملامح البيانات الثقافية المفتوحة وفقا لمتغير لغة المنصة، لصالح المنصات أحادية اللغات والمنصات متعددة اللغات بشكل متوازن طبقا لطبيعة المؤشر، كما تبين وجود ارتباطا إيجابيا ذا دلالة إحصائية بين الاستخدامية وإمكانات البحث والتصفح، والدرجة الكلية لمقياس واقع البيانات الثقافية المفتوحة، وكان من أهم توصياتها ضرورة اضطلاع مجلس النواب بسن تشريع لتنظيم نشر وتبادل البيانات المفتوحة بعامة، والبيانات الثقافية المفتوحة بخاصة، لإلزام الهيئات والمؤسسات الثقافية بإتاحة بياناتها، ولتعزيز الحق في الحصول على البيانات المفتوحة، وتعزيز حرية تداول المعلومات.

The study aimed to determine the characteristics of Arab cultural institutions’ open data platforms and their characteristics in the Arab environment, while monitoring the extent of these platforms’ commitment to the policies and standards of making open data available, to achieve sustainable development, through a comparative analysis of the reality of making open data available across Arab cultural institutions’ platforms in light of the sustainable development goals. The survey method based on the method of description and analysis, and one of its most important results was that there were no statistically significant differences towards the features of open cultural data according to the variable of the nature of the institution, as well as according to the variable of the historical extent of the institution. It also showed that there were statistically significant differences towards the features of open cultural data according to the variable the language of the platform, in favor of monolingual and multilingual platforms in a balanced manner according to the nature of the indicator. It also showed that there is a positive correlation with statistical significance between usage and search and browsing capabilities, and the overall score on the measure of the reality of open cultural data. One of its most important recommendations was the need for the House of Representatives to enact legislation to regulate the publication of and the exchange of open data in general, and open cultural data in particular, to oblige cultural bodies and institutions to make their data available, to enhance the right to obtain open data, and to enhance the freedom to exchange information.
