المستخلص: لا شك أن النظام العام في أي دولة هو معبر عن الضمير الجمعي فيها، إذ تسعى الدول إلى إرساء القيم المجتمعية والأخلاقية من خلال التشريعات المنظمة للسلوك العام، وفي ظل التنامي السريع لتقنيات الذكاء الاصطناعي وتزايد استخدامها يوما بعد يوم وفي كافة المجالات، أصبح من الضروري التعرف على التأثيرات التي يمكن أن تحدثها تلك التقنيات على النظام العام الذي هو مناط المصلحة العامة، ويهدف البحث إلى التعرف على التحديات والمخاطر الناتجة عن استخدام الذكاء الاصطناعي على النظام العام بعناصره المختلفة "الأمن العام والصحة العامة والسكينة العامة"، من خلال بيان مفهوم الذكاء الاصطناعي وتطبيقاته، وما يرتبط به من آثار على الجوانب السياسية والاجتماعية والاقتصادية للدول. والتعرف على سلطات الضبط الإداري الإلكتروني، والأدوات والوسائل التي تستعين بها لمواجهة مخاطر الذكاء الاصطناعي. وقد تم الاستعانة في هذه البحث بالمنهج الوصفي والمنهج التحليلي، وذلك من خلال توصيف مفهوم النظام العام والتعرف على نطاقه ومحدداته في مواجهة مخاطر استخدامات تقنيات الذكاء الاصطناعي وعرض وتحليل الأدوات التي تستعين بها سلطات الضبط الإداري لمواجهة تلك المخاطر من أجل المحافظة على النظام العام. وكان من بين نتائج البحث أن انتقال سلطة الضبط الإداري من الواقع المادي إلى الواقع الرقمي أو الإلكتروني يأتي كاستجابة متوافقة مع حقيقة التطورات التكنولوجية الحديثة، وذلك في ضوء الكم الهائل من التحديات والمخاطر التي تنتج عن التعامل مع البيئة الرقمية، وهي الحقيقة التي اتجهت إليها أنظار المشرعين في كافة دول العالم. كما أن الأمن السيبراني يمثل أحد الحلول التكنولوجية ذات الآثار الفعالة في مواجهة مخاطر الهجمات الإلكترونية والتي تسهم في معالجة العديد من التهديدات المرتبطة بالذكاء الاصطناعي.

Undoubtedly, the public system in any country reflects its collective conscience as nations strive to establish societal and ethical values through legislations that regulate public behavior. In light of the rapid growth of artificial intelligence technologies and their increasing daily use across various fields, it has become essential to understand the impacts these technologies can have on the public system, which serves the public interest. This research aims to identify the challenges and risks arising from the use of artificial intelligence in the public system, including its various elements: "public security, public health, and public tranquility," by clarifying the concept of artificial intelligence and its applications, as well as the related effects on the political, social, and economic aspects of countries. It also seeks to understand the authorities of electronic administrative control and the tools and means they employ to address the risks of artificial intelligence. This study utilizes both descriptive and analytical methodologies to describe the public system concept and identify its scope and limitations in confronting the risks associated with the use of artificial intelligence technologies. It presents and analyzes the tools used by administrative control authorities to address these risks and maintain the public system. Among the research findings is that the transfer of administrative control authority from the physical realm to the digital or electronic realm is a response that aligns with the realities of modern technological developments, given the vast array of challenges and risks arising from engagement with the digital environment. This reality has captured the attention of legislators worldwide. Additionally, cybersecurity represents one of the technological solutions that effectively addresses the risks of cyberattacks, contributing to the mitigation of many threats associated with artificial intelligence.
