المستخلص: يهدف هذا البحث إلى تحليل أثر الأخلاقيات البحثية على معايير جودة البحث العلمي وتحديد القيم الأخلاقية المرتبطة بها، ودراسة تأثير الأمان الفكري على جودة البحث العلمي وتحديد السيل الممكنة لتعزيز الأمان الفكري في البحث، وتقييم التفاعل بين الأخلاقيات البحثية والأمان الفكري وكيفية تأثيرهما على بعضهما البعض وعلى جودة البحث العلمي، حيث تعتبر أخلاقيات البحث العلمي جزءاً أساسياً لضمان جودة البحث في العالم العربي والعالم ككل. هذه الأخلاقيات لا تقتصر فقط على الباحثين، بل تشمل المشرفين الأكاديميين، والمؤسسات البحثية، والمجلات والدوريات العلمية. يتطلب الحفاظ على هذه الأخلاقيات تعاوناً متكاملاً بين جميع الأطراف المعنية لضمان النزاهة والشفافية، ومن خلال نتائج البحث يتضح أنه لتحقيق الأهداف المنشودة في تعزيز أخلاقيات البحث العلمي يجب أن تتوافر جهة رسمية موحدة مسؤولة عن وضع القواعد الأخلاقية للبحوث العلمية وتطبيقها بصرامة تكون هذه الجهة مسؤولة عن وضع المعايير الأخلاقية وتحديد القواعد والتوجيهات التي يجب على الباحثين الالتزام بها لضمان نزاهة البحث، وتوفير الإرشادات والتدريب اللازم للباحثين والمؤسسات البحثية لضمان فهمهم والتزامهم بهذه المعايير، وفرض تطبيق العقوبات المناسبة على من يخل بهذه القواعد الأخلاقية لضمان الردع ومنع تكرار المخالفات، ونتج عن البحث عدة توصيات لضمان بيئة بحثية صحية ومستدامة تعزز من جودة الأبحاث وتساهم في تقدم العلم والمعرفة منها ضرورة تدريس أخلاقيات البحث العلمي في المناهج التعليمية في الكليات والمعاهد. هذا يساعد في بناء وعي طلابي مبكر حول أهمية الالتزام بالأخلاقيات في البحث العلمي، وإنشاء لجان الأخلاقيات البحثية المتابعة البحوث والتأكد من التزامها بالمعايير الأخلاقية، وتقرير العقوبات المناسبة في حالات المخالفات.

This research aims to analyze the impact of research ethics on the quality standards of scientific research and determine the ethical values associated with them, study the impact of intellectual safety on the quality of scientific research, identify possible ways to enhance intellectual safety in research, and evaluate the interaction between research ethics and intellectual safety and how they affect each other and the quality of research. Research. The ethics of scientific research is considered an essential part of ensuring the quality of research in the Arab world and the world. This ethics is not limited only to researchers, but also includes academic supervisors, research institutions, and scientific journals and periodicals. Maintaining these ethics requires integrated cooperation between all parties concerned to ensure integrity and transparency. From the results of the research, to achieve the desired goals of enhancing the ethics of scientific research, there must be a unified official body responsible for setting ethical rules for scientific research and applying them strictly. This body is responsible for: setting ethical standards and defining the rules and guidelines that researchers must adhere to to ensure the integrity of the research. Providing the necessary guidance and training to researchers and research institutions to ensure their understanding and commitment to these standards. Imposing appropriate penalties on those who violate these ethical rules to ensure deterrence and prevent the recurrence of violations. The research resulted in several recommendations to ensure a healthy and sustainable research environment that enhances the quality of research and contributes to the advancement of science and knowledge, including the necessity of teaching scientific research ethics in educational curricula in colleges and institutes. Establishing research ethics committees to follow up on research, ensure its adherence to ethical standards, and decide appropriate penalties in cases of violations.
