المستخلص: لا شك أن من أكبر التحديات التي تواجه الانتخابات بصفة عامة سواء كانت تشريعية أم رئاسية أم محلية تكمن في مشكلة الفساد الانتخابي وطرق مكافحته من خلال توفير الضمانات الكفيلة بنزاهة الانتخابات بما يحقق الهدف منها والمتمثل في تمثيل إرادة الناخبين بشكل حقيقي. وفي هذا البحث تناولنا مكافحة الفساد في الانتخابات المحلية بالتطبيق على الانتخابات البلدية في ليبيا حيث قمنا ببحث مفهوم الفساد بصفة عامة من خلال بيان تعريفه لغة واصطلاحا ومفهوم الفساد الانتخابي على وجه التحديد بالإضافة إلى التعرض لخصائص الفساد والعوامل التي تزيد من انتشاره، ثم انتقلنا لبحث مسألة نزاهة الانتخابات المحلية من خلال عرض صور الفساد الانتخابي حسب المراحل التي تمر بها العملية الانتخابية ثم تعرضنا لبحث مسألة الضمانات التي تكفل إجراء الانتخابات المحلية بنزاهة وحيادية من خلال تقسيمها إلى ضمانات تشريعية وضمانات قضائية لمكافحة فساد الانتخابات المحلية كل ذلك بالتطبيق على الانتخابات البلدية في ليبيا، على اعتبار أن تجربة ليبيا في مجال الانتخابات المحلية اقتصرت على الانتخابات البلدية فقط.

There is no doubt that one of the biggest challenges facing elections in general, whether legislative, presidential or local, is the problem of electoral corruption and ways to combat it by providing guarantees to ensure the integrity of elections in order to achieve their goal of representing the will of voters in a real way In this research, we dealt with the fight against corruption in urgent elections by applying to municipal elections in Libya through a research plan through which we were exposed to the concept of corruption in general by stating its definition in language and terminology and the concept of electoral corruption specifically in addition to exposure to the characteristics of corruption and factors that increase its spread, then we moved to discuss the issue of the integrity of local elections by presenting images of electoral corruption according to the stages of the electoral process, then we were exposed to the issue of guarantees that ensure the holding of local elections with integrity and impartiality by dividing them into legislative guarantees and judicial guarantees to combat corruption local elections are all that As applied to the municipal elections in Libya, considering that Libya’s experience in the field of local elections was limited to municipal elections only.
