The study primarily focuses on a central objective, which is to examine the intellectual stagnation's implications in Algeria during the Ottoman era by analyzing its causes and the resulting outcomes that had an impact on the social and even economic structure. However, it does not neglect the specificity of the period preceding the arrival of the Ottomans. The study reveals the role of religious institutions in the scholarly life, such as mosques, zawiyas (religious lodges), kuttab (Quranic schools), and ma'marat (religious centers for the elderly). Additionally, it highlights the role of Waqf institutions, which played a significant role in funding various religious establishments. The study also aims to provide a bibliography of the most important scholars of this period and their scientific contributions. It emphasizes their scholarly and intellectual spirit, which contributed to fostering cultural and civilizational communication among Arab and Islamic regions, despite the existing political differences. The purpose is to restore the recognition of these scholars, introduce them, and shed light on their scientific legacy. Furthermore, it aims to elucidate the Ottoman authority's stance towards the scholarly life and its relationship with the scholars.
