هدفت الدراسة إلى التعرف على الإشكالية التي تحول حول قيام المشروع الوطني الفلسطيني، ولتحقيق هذا الهدف اعتمدت الدراسة على منهج تحليل النظامي (المنهج النسقي) كمنهج رئيس للدراسة، حيث يعتبر هذا المنهج العلمي من أحدث المناهج نسبيا، ويعتمد على التجريد كأداة بحثية، وبناء النماذج كضرورة تطلبها معالجة المتغيرات المتعددة في الإطار التحليلي. وتوصلت الدراسة إلى وجود شبه إجماع وطني على ماهية المشروع الوطني الفلسطيني يتمثل في حق العودة وتقرير المصير وإقامة الدولة الفلسطينية وعاصمتها القدس، وتنحصر نقاط الخلاف حول المشروع الوطني في القضايا التالية (المحددات الجغرافية، المحددات السياسية آليات التنفيذ واستراتيجية العمل، مرجعتيه القانونية، وارتباطاته بالمشاريع والمحاور الإقليمية والدولية، طرأت على المشروع الوطني من حيث النطاق الجغرافي واستراتيجيات العمل لإنجازه من فترة زمنية لأخرى، واختلاف الأيديولوجيات المعبرة عنه والمتغيرات الإقليمية والدولية، عدم وضوح معالم المشروع الوطني الفلسطيني وهذا هو أساس أزمة السياسة الفلسطينية والأزمة الوجودية للشعب الفلسطيني، أبرز العوامل الخارجية المؤثرة بالمشروع الوطني مواصلة الحكومات الإسرائيلية المتعاقبة سياسة فرض الحقائق على الأرض من خلال مصادرة الأراضي وعزلها، وتوسيع الاستيطان وتكثيفه، وفصل القدس عن بقية الأراضي الفلسطينية المحتلة، هناك مخاطر كبيرة على مستقبل المشروع الوطني وفرص الخلاص متوفرة لكنها أخذه بالتضاؤل، وسيستمر الحال على هذا المنوال طالما بقيت الأجندات الخارجية تدفع باتجاه الانقسام، وتسعى إلى استغلاله واستخدامه كوسيلة للضغط والابتزاز من جميع الأطراف الفلسطينية. وأوصت الدراسة بضرورة العمل على توليد مشروع وطني جامع، مطالبة الفلسطينيين بحقوقهم كبشر بالحرية والكرامة والعدالة والمساواة في فلسطين كلها مفاوضه إسرائيل ومقاومتها، العمل على رؤية تضمن وحدة الشعب الفلسطيني ووحدة مصيره، تعزيز الهوية الوطنية لا تذويبها، وترسيخ وحدة الشعب الفلسطيني، تأسيس رؤية سياسية تقوم على إيجاد خيار سياسي قائم على الحقيقة والعدالة والمطابقة بين قضية فلسطين وشعب فلسطين وأرض فلسطين، وعلى الصعيد المستقبلي توليد استراتيجية فلسطينية جديدة أكثر مواءمة لأوضاع الشعب الفلسطيني والمعطيات المحيطة به. The study aimed at identifying the problems surrounding the establishment of the Palestinian National Project. To achieve this goal, the study relied on the Systemic Analysis (Coordinated Curriculum) as the main approach to the study. This scientific curriculum is one of the most recent, relying on abstraction as a research tool, and building models as a need to address multiple variables in the analytical framework. The study found a near national consensus on what the Palestinian national project is: the right to return, self-determination and the establishment of the Palestinian State with Jerusalem as its capital. The points of contention about the national project are limited to the following issues: (Geographical determinants, political determinants, implementation mechanisms and action strategy, legal references national project in terms of geographical scope and strategies for action to be completed from time to time " and the different ideologies expressed and regional and international variables, the lack of clarity of the parameters of the Palestinian national project, which is the basis of the Palestinian policy crisis and the existential crisis of the Palestinian people land confiscation ", the external factors influencing the national project highlighted the continued policy of successive Israeli Governments to impose realities on land through land confiscation and isolation, expanding and intensifying settlement and separating Jerusalem from the rest of the occupied Palestinian territory, There are great risks to the future of the national project and opportunities for redemption, but they have taken it down. And this will continue as long as external agendas continue to push for division. It seeks to exploit and use it as a mean of pressure and extortion from all Palestinian parties. The study recommended that action should be taken to generate an inclusive national project, calling on Palestinians to claim their rights as human beings with freedom, dignity, justice and equality in Palestine, all negotiated and resisted by Israel. To promote a vision that ensures the unity of the Palestinian people's destiny, the promotion of a national identity that is not dissolved; Consolidating the unity of the Palestinian people, establishing a political vision based on a political choice based on truth, justice and conformity between the question of Palestine and the people of Palestine and the territory of Palestine. At the future level, a new Palestinian strategy has been generated that is more adapted to the Palestinian people's situation and the surrounding data. |
