يرجع تزايد الاهتمام بموضوع حقوق الإنسان إلى تعلقه بالإنسان هذا الأخير الذي يعتبر محور الحقوق كلها فهي له ولمصلحته وجدت باعتباره كائنا أكرمه الله تعالى وخلقه في أحسن تقويم ومنحه الحياة وأسبغ عليه نعمه ظاهرة وباطنة قال تعالى: "وَلَقَدۡ كَرَّمۡنَا بَنِيٓ ءَادَمَ وَحَمَلۡنَٰهُمۡ فِي ٱلۡبَرِّ وَٱلۡبَحۡرِ وَرَزَقۡنَٰهُم مِّنَ ٱلطَّيِّبَٰتِ وَفَضَّلۡنَٰهُمۡ عَلَىٰ كَثِيرٖ مِّمَّنۡ خَلَقۡنَا تَفۡضِيلٗا٧٠" الإسراء، الآية (70). كما يعود ذلك لتزايد الإدراك بحجم المخاطر التي بات يتعرض لها الإنسان في الوقت الراهن، إما جراء نشوب العديد من النزاعات الداخلية والإقليمية وما يصاحب ذلك من انتهاكات جسيمة لحقوق الإنسان أو من جراء حالات التلوث البيئي والمتعمد أحيانا الأمر الذي صار يهدد حياة هذا المخلوق المكرم. وعلى هذا الأساس طالب المنتظم الدولي في شخص الأمم المتحدة الدول الأعضاء بضرورة تعزيز وحماية حقوق الإنسان من خلال إشراك مختلف الفاعلين المتدخلين في هذا المجال وعلى رأسهم المجتمع المدني باعتباره شريك ثالث إلى جانب القطاع الحكومي والخاص. ونجد منظمات المجتمع المدني على الصعيد الوطني والدولي تلعب دورا بارزا من خلال ترسيخ الديمقراطية التي تساهم في تعزيز السلوك المدني في صفوف المواطنين والمواطنات، لذلك تبنى المجتمع الدولي دعم منظمات المجتمع المدني ومؤسساته كأحد الآليات القانونية لتعزيز حماية حقوق الإنسان.

We find civil society organizations at the national and international levels playing a prominent role by consolidating democracy that contributes to strengthening civil behavior among male and female citizens. Therefore, the international community has adopted support for civil society organizations and institutions as one of the legal mechanisms to enhance the protection of human rights.
