المستخلص: هدف البحث إلى تحليل دور القطاعين العام والخاص في تمويل التعليم التقني والفني في ليبيا، واستكشاف التحديات التي تعوق تنفيذ هذه الشراكة، مع تقديم توصيات لتعزيز هذا التعاون بما يسهم في تحسين جودة التعليم الفني وتطوير مهارات القوى العاملة لتلبية احتياجات سوق العمل الليبي، واعتمد البحث على المنهج الوصفي التحليلي من خلال تحليل الأدبيات المتاحة حول التعليم التقني والفني، واستعراض الدراسات السابقة المتعلقة بالشراكات بين القطاعين العام والخاص في تمويل هذا التعليم، واستخدمت المصادر الثانوية مثل التقارير الدولية، الأبحاث الأكاديمية، والمقالات العلمية المتاحة. وتوصل البحث إلى أن التعاون بين القطاعين العام والخاص في تمويل التعليم التقني والفني في ليبيا محدود رغم الإمكانيات الكبيرة، وأن التمويل غير الكافي يشكل عائقا رئيسيا أمام تطوير البنية التحتية وتحسين جودة التعليم، أيضا قلة التعاون بين مؤسسات التعليم وسوق العمل تؤدي إلى فجوة بين مخرجات التعليم واحتياجات السوق، وضعف فرص التدريب العملي للطلاب يؤثر سلبا على جاهزيتهم لسوق العمل، وأوصى البحث بعدد من التوصيات منها: تعديل التشريعات لتشجيع القطاع الخاص على الاستثمار في التعليم التقني والفني من خلال تقديم تسهيلات وضمانات قانونية، وإنشاء هيئات استشارية تضم ممثلين من القطاعين العام والخاص وسوق العمل لضمان مواءمة المناهج مع احتياجات السوق، تحسين البنية التحتية لمؤسسات التعليم التقني وتوفير المعدات الحديثة لضمان جودة التدريب العملي.

The research aimed to analyze the role of the public and private sectors in financing technical and vocational education in Libya and explore the challenges that hinder the implementation of this partnership, while providing recommendations to enhance this cooperation in a way that contributes to improving the quality of technical education and developing the skills of the workforce to meet the needs of the Libyan labor market. The research relied on the descriptive analytical approach by analyzing the available literature on technical and vocational education, and reviewing previous studies related to partnerships between the public and private sectors in financing this education, and used secondary sources such as international reports, academic research, and available scientific articles. The research concluded that cooperation between the public and private sectors in financing technical and vocational education in Libya is limited despite the great potential, and that insufficient funding is a major obstacle to developing infrastructure and improving the quality of education. Also, the lack of cooperation between educational institutions and the labor market leads to a gap between education outcomes and market needs, and the poor opportunities for practical training for students negatively affects their readiness for the labor market. The research recommended a number of recommendations, including: amending legislation to encourage the private sector to invest in technical and vocational education by providing legal facilities and guarantees, establishing advisory bodies that include representatives from the public and private sectors and the labor market to ensure that curricula are aligned with market needs, improving the infrastructure of technical education institutions and providing modern equipment to ensure the quality of practical training.
