|a هدف البحث الحالي التعرف على الأسس النظرية للذكاء الاستراتيجي والمرونة التنظيمية في الفكر الإداري المعاصر، والوقوف على الوضع الراهن لتحقيق المرونة التنظيمية بجامعة بنها في ضوء مدخل الذكاء الاستراتيجي وثائقيا، واعتمد البحث على المنهج الوصفي كما اعتمد على أسلوب دلفي بجولاته الثلاثة كأحد أساليب الدراسات المستقبلية وذلك بتطبيق استمارة استطلاع رأي الخبراء على عينة بلغت (۲۲) خبيرا من الخبراء التربويين المتخصصين في التربية المقارنة والإدارة التربوية وأصول التربية والتخطيط التربوي بكليات التربية بالجامعات المصرية، وكذلك مديري التخطيط الاستراتيجي بكليات جامعة بنها والمشاركين في إعداد الخطة الاستراتيجية لجامعة بنها ۲۰۲۳- ۲۰۳۰، لاستطلاع آراءهم حول الإجراءات اللازمة لتحقيق المرونة التنظيمية بجامعة بنها في ضوء مدخل الذكاء الاستراتيجي، وتوصل البحث إلى رؤية مستقبلية مقترحة لتحقيق المرونة التنظيمية بجامعة بنها في ضوء مدخل الذكاء الاستراتيجي، وتضمنت الرؤية المستقبلية على ثلاثة أبعاد هي (المرونة التشغيلية، المرونة الهيكلية، المرونة الاستراتيجية)، وارتكز تنفيذ الرؤية المستقبلية على توافر عدد من المتطلبات منها: تمكين القيادات الجامعية القائمين بعمليات التخطيط ورسم الاستراتيجيات من استخدام أساليب الاستشراف الاستراتيجي لقيادة عملية التخطيط، تبني القيادات الجامعية لأسلوب تفكير النظم لاستحضار رؤية شاملة للواقع التنظيمي والواقع البيئي، ومن ثم تحديد العناصر المختلفة التي ستؤثر على واقع الجامعة؛ وتحديد الآليات اللازمة للتعامل مع هذا الواقع انطلاقا من فهم الصورة الشاملة وترتيب أجزائها بشكل مناسب، تحفيز وتمكين أعضاء الجهاز الأكاديمي والإداري بالجامعة لتحقيق الأهداف المشتركة، ودفعهم نحو العمل لتنفيذ التصورات والرؤى المستقبلية وتقوية الجامعة، تكوين الشراكات الاستراتيجية مع جامعات مناظرة للوصول إلى أهداف مشتركة من خلال استثمار طاقات وإمكانيات الشركاء وتحويل التنافس إلى تعاون، هذا بالإضافة إلى عدد من المتطلبات التشريعية والتنظيمية والبشرية والمعرفية والتكنولوجية.
|b The current research aims to identify the theoretical foundations of strategic intelligence and organizational flexibility in contemporary administrative thought, and to stand on the current situation of achieving organizational flexibility at Benha University in light of the strategic intelligence approach documented. The research relied on the descriptive approach and relied on the Delphi method with its three rounds as one of the methods of future studies by applying an expert opinion poll form to a sample of (22) educational experts specializing in comparative education, educational administration, educational foundations and educational planning in the faculties of education in Egyptian universities, as well as the directors of strategic planning in the faculties of Benha University and participants in preparing the strategic plan for Benha University 2023-2030, to survey their opinions on the procedures necessary to achieve organizational flexibility at Benha University in light of the strategic intelligence approach. The research reached a proposed future vision to achieve organizational flexibility at Benha University in light of the strategic intelligence approach. The future vision included three dimensions: (operational flexibility, structural flexibility, strategic flexibility). The implementation of the future vision was based on the availability of a number of requirements, including: enabling university leaders who carry out planning and strategy drawing operations to use strategic foresight methods to lead the planning process, adopting university leaders To adopt a systems thinking approach to evoke a comprehensive vision of the organizational and environmental reality, and then identify the different elements that will affect the university’s reality; and determine the mechanisms necessary to deal with this reality based on understanding the comprehensive picture and arranging its parts appropriately, motivating and empowering members of the university’s academic and administrative apparatus to achieve common goals, and pushing them towards working to implement future perceptions and visions and strengthen the university, forming strategic partnerships with similar universities to achieve common goals by investing the energies and capabilities of partners and transforming competition into cooperation, in addition to a number of legislative, organizational, human, cognitive and technological requirements.
