المستخلص: إن المواطنة ما هي شعور يرتبط بالجوانب الذاتية الخاضعة للانفعال الداخلي للأشياء القريبة إلى عاطفة الإنسان في إطار الجماعة الوطنية والتفاعل داخلها والمشاركة في تشريع قوانينها، وهي بذلك تمثل العملية التي من شأنها أن تجسد مفهوم المواطنة، لذا فإن تراجع الشعور بالانتماء للوطن يولد تراجع تأثير الفرد لمحيطه وفقدان المعايير المشروعة لتحقيق أهدافه، فضلا عن وصوله إلى حالة الاغتراب الذاتي عن قيمه ومبادئه. يعد الأمن المجتمعي أحد أقسام الأمن الإنساني والذي يقوم على مرتكزين هما الحفاظ على النسيج الداخلي بين فئات المجتمع، وتحقيق الرفاهية؛ لذا فإن المواطنة والوطنية تمثل إحدى الوسائل التي يتحقق عبرها الأمن المجتمعي ويكون ذلك عبر استثمار المواطنة في تحقيق قدر كبير من المصالح العامة، بما يعود بالتنمية والاستقرار. وفي ضوء ما تقدم فقد انطلق بحثنا الموسوم (سوسيولوجيا المواطنة وأثرها في بناء الأمن المجتمعي العراقي) من إشكالية تتعلق بنمط السلوك المجتمعي والسياسي العراقي والتي عدت فاعلا رئيسا في معادلة العلاقة ما بين المواطنة والأمن المجتمعي بعد (عام 2003م)، لتحديد المقومات والمعوقات التي أثرت إيجابا وسلبا في تلك العلاقة، وتحديد شكل المعالجة القادمة التي تشترك في تنفيذها المؤسسات الرسمية وغير الرسمية عبر مشروع بناء مجتمعي يأخذ على عاتقه ترسيخ القيم الجامعة التي تدعو للتماسك والاندماج، لذا فإن البحث يحاول إثبات فرضية مفادها أن العلاقة ما بين المواطنة والأمن المجتمعي انعكاس لعلاقة مجتمع الدولة ومجتمع السلطة.

Citizenship is a feeling that relates to the subjective aspects subject to internal emotion regarding things close to the human emotion within the framework of the national group, interaction within it, and participation in the legislation of its laws. It thus represents the process that embodies the concept of citizenship. Therefore, the decline in the feeling of belonging to the homeland generates a decline in the individual's influence on his surroundings and the loss of legitimate standards for achieving his goals, in addition to reaching a state of self-alienation from his values and principles. Community security is a component of human security, which is based on two pillars: preserving the internal fabric of society and achieving prosperity. Therefore, citizenship and patriotism represent one of the means by which community security is achieved. This is achieved by investing in citizenship to achieve a significant degree of public interest, which leads to development and stability. In light of the above, our research entitled (Sociology of Citizenship and its Impact on Building Iraqi Community Security) was launched from a problem related to the pattern of Iraqi community and political behavior, which was considered a major factor in the equation of the relationship between citizenship and community security after the year (2003 AD).To identify the components and obstacles that have positively and negatively impacted this relationship, and to determine the form of future treatment that will be implemented jointly by official and unofficial institutions through a community-building project that takes upon itself the consolidation of universal values that call for cohesion and integration, the research therefore attempts to prove the hypothesis that the relationship between citizenship and community security is a reflection of the relationship between the state society and the society of authority.
