المستخلص: من بين أهم المشاكل التي تقف عائقا أمام تجسيد التحول الديمقراطي وتحقيق الديمقراطية الدور الذي يمثله المجتمع في الحياة السياسية عن طريق مشاركته في السياسة العامة للدولة فعدم فعاليته يشكل أكبر عائق. فلا يمكن اعتبار دولة ديمقراطية بدون تفاعل شعبي مع احداثها من انتخابات ورأي عام بناء حول قضايا البلاد يشارك في اتخاذ القرارات والجزائر كغيرها من دول العالم الثالث تفتقد إلى دور المجتمع المدني في المشاركة السياسية الفعالة مبنية على أساس ديمقراطي. فالمشاركة السياسية مبنية على جملة من الخصائص والمحددات واشكال التي توضح فعاليتها، وذلك من خلال تقسيم الدراسة إلى مبحثين أساسيين يعالجان الموضوع بالتحليل، يتضمن المبحث الأول مدخل مفاهيمي يعالج الماهية والدراسة للمفاهيم المطروحة للمجتمع المدني والمشاركة السياسية، أما المبحث الثاني فتضمن العلاقة الترابطية بين المشاركة السياسية والمجتمع المدني بالتحليل لإبراز فعالية المجتمع المدني كمن خلال عملية المشاركة السياسية وآثار ذلك على عملي التحول الديمقراطي.

Among the most important problems that are an obstacle to the embodiment of democratic Transformation and democracy achievement is the role that the community represents in the political life through its participation in the public policy of the state since that the lack, of its effectiveness demonstrates the biggest obstacle. It is not possible to consider a democratic state without a public involvement with its events from elections and critical public opinion around the country involved in decisions-making. And Algeria, like other third world countries have a lack in the role of civil society in effective political participation based on a democratic basis and, because political participation is based on a set of characteristics determinants and forms that show its effectiveness, civil society, this is done by dividing the study into two basic sections that address the subject with analysis. The first section includes a conceptual introduction that addresses the nature and study of the concepts proposed for civil society and political participation. The second section includes the interconnected relationship between political participation and civil society through analysis to highlight the effectiveness of civil society as a process. Political participation and its effects on the process of democratic transformation.
