The theories of development and the classical models of economic growth are concerned with searching in the sources of the economic growth in terms of distributing income according to profit than to wages. Both the modern and traditional approaches search for the sources of growth with reference to the equity of distribution. By publishing Kozent's book “ Modern Economic Growth” and also by identfying a relation between growth rate and equity ol distribution as expressed by Gini coefficient (Kozent's hypothesis) the economic studies started to search this relationship, but the present study is not intended to scarch the relationship between the sources of growth and the equity of distribution, instead, the study tries to. 1. Link the sources of growth in the development policies and the equity of distribution of the national income through developing Gini coefficient criterion which achieves this linkage. 2. Tackling the issue of necessary and sufficient conditions of development as related to growth and equity to provide the development policy maker with a comprehensive overview about the distributive and growth impacts of these policies in relation to the goals previously formulated. This study is applied to the Egyptian economy in the second-half of the twentieth century, which encountered a diversity of development programs that differ in their goals and policies according to the political vision of the decision maker. The study consists of three main sections: The first section; the theoretical framework which discusses the following: ' The theoretical approach to measure welfare in the economic thinking. b.The modern altitudes in growth theories and their origin. c.Developing Gini coefficient criterion and adding other criteria to ensure the results reached by the modified Gini coefficient. The second section; the applicable framework of the study, testing Konzents hypothesis on the Egyptian economy. The third section; includes the results and the recommendations of the study.
