المستخلص: It has become clear that the Egyptian uprising moves from one crisis to another and will be keep encountering new challenges. This is believed to be a natural phenomenon due to the deep transformation in the society not only from oppression to freedom, but also the disagreement over the new system’s track and approaches. The massive protests by supporters and opponents of the president’s decisions and the October 21, 2012 constitutional declaration were the major causes of a series of political dilemmas, putting the state and its authorities at risk. These events led to two outcomes. One of them was the call for a national dialogue under the presidency in a bid to achieve agreement on fundamental, controversial issues firstly in the constitution draft and secondly in the administration of the state through a series of discussions. The other outcome was the acceptance of the constitution in both stages by 64% of the electorates. This gives a kind of confidence and legitimacy to the current bodies as well as paves the way for the next step of building political institutions. However, the referendum results do not set conclusive solutions to end the political conflict. The disparity between the disputing parties will stay as it is difficult to recognize to what extent the public are supportive of the constitution and the presidency or the opposition movements. Therefore, if inflexibility continues in mutual attitudes, the legitimacy of the constitution will be in danger.
