المستخلص: تتناول المدارس المختلفة مفهوم التواصل والكفاءة التواصلية باستمرار ومنها علم اللغة، التعليم، الذكاء الاصطناعي، وسائل الإعلام، الخ. أن الاهتمام المستمر في التواصل هو نتيجة لعلاقته بكافة مظاهر التواصل البشري. وفي الواقع أن التواصل البشري معقدا على المستوي اللغوي، التداولي، المعرفي، الاجتماعي والعاطفي وهذا ما يجعل الجنس البشري والتواصل البشري يستحقان البحث المتواصل. وبشكل عام تنقسم الكفاءة التواصلية إلى أربع جوانب رئيسة هي: أولا الكفاءة اللغوية النحوية التي تعنى بالنحو. ثانيا: الكفاءة اللغوية الاجتماعية التي تعنى بالملائمة الاجتماعية للتواصل. ثالثا: الكفاءة النصية التي تعني بالترابط والتماسك النصي. رابعا: الكفاءة الاستراتيجية التي تلقي الضوء على الوظيفة التداولية في التواصل. تلقت الجوانب الثلاث الأولى اهتماما كبيرا من العلماء المهتمين باللغة وعلم اللغة وبشكل خاص المهتمين بتلقي وتعلم اللغة الثانية. إلا أن الجانب الرابع مازال ولحد الأن حقلا شبه مهمل. يحاول البحث التركيز على الجانب الرابع أي الكفاءة الاستراتيجية التواصلية. ومن فرضيات هذا البحث أن في حالة فشل أو انقطاع التواصل بإمكان المتحدثين اللجوء إلى استراتيجية تعتبر ملائمة للتوصل إلى الهدف من المحادثة وفي حالة فشل تلك الاستراتيجية بإمكانهم اللجوء لغيرها تكون أكثر أثرا و ملائمة. يحاول هذا البحث إلقاء الضوء على الكفاءة الاستراتيجية التواصلية والتي تركز على القابلية لاستخدام مختلف "التكتيكات" بواسطة مستخدمي اللغة لإيصال المعنى المقصود (الرسالة) للمتكلم (المرسل) إلى المرسل إليه (المتلقي). هناك حاجة لتوسيع مجال الكفاءة التواصلية لاحتواء مفهوم "التكتيك" (الاستراتيجيات) إذ لن يعرف مستخدمي اللغة ماذا تعني اللغة بالنسبة لهم إلا إذا عرفوا ما الذي بإمكان اللغة أن تقدمه لهم.

Communication and communicative competence are incessantly studied by various disciplines such as linguistics, education, artificial intelligence, media, etc. The continuous interest in communication is due to its involvement in virtually all aspects of human interaction. Actually, human communication is complex on the linguistic, pragmatic, cognitive, social and emotional levels. This is what makes human beings and human interaction worth continuous investigation. Generally speaking, communicative competence covers four main aspects, namely, 1- grammatical competence, which deals with syntax; 2- sociolinguistic competence , which covers social appropriateness of communication; 3- discoursal competence that covers cohesion and coherence in discourse; and 4- strategic competence, which focuses on the pragmatic function of communication. The first three aspects have received great attention by many scholars interested in the study of language, linguistics and particularly in the study of second language learning and acquisition. However, the fourth aspect is, so far, rather a neglected area. Its hypothesized that in case of communication interruption or failure the interlocutors may opt for another strategy which is considered to be appropriate to attain the purpose of the interlocution . In case the strategy fails they can opt for another which is more affective and more appropriate. This research work attempts to focus on the communicative strategic competence, which focuses on the ability to use different tactics by language users to deliver the intended meaning (message) of the addresser (sender) to the addressee (receiver). There is a need to expand the scope of communicative competence to include the notion of 'tactics' (strategies), as basically, language users would know what language is only if they know what language can do for them.
