This study presents findings from five interviewed organizations in the public sector in Jordan. The findings revealed that IT outsourcing decision is effected by thirteen factors, nine of them are internal organizational, and four are external environmental. The findings revealed five new drivers that influence the outsourcing decision in Jordan (pressure from the sponsor, pressure from top management, pressure from ESP, the role and skills of CIO and distrust to internal skills. The study uncovered implied attitude among some organizations that consider outsourcing as no preferred strategy in general if the requirements available. Another result was the short cycle of decision making (the absence of comprehensive analyses before adopting outsourcing).
