There are two opposing arguments in the literature on governance regarding its impact on economic development. The first view considers governance to be very crucial to all manner of favourable development outcomes such as reducing poverty, eliminating illiteracy and reducing infant mortality. The other point of view argues that all aspects of governance are not equally critical for economic development at different stages of development. The aim of this study is to provide evidence of the importance of institutions qualy as a determinant of poverty reduction as well as the high impact that education and health have on poverty reduction and how their marginal benefit diminish due to the presence of bad governance
