ركز البحث على الأسباب والظروف التي أحاطت بالعلاقات المصرية - السوفيتية إلى حين عقد المعاهدة بين البلدين، حيث سعى السوفيت خلال هذه الفترة إلى احتواء مصر قدر الإمكان وأبعادها عن أي خطوة نحو توطيد علاقاتها مع الولايات المتحدة الأمريكية رغم إنها عمدت إلى عدم تزويدها بما تحتاجه من الأسلحة الهجومية وأكتفت فقط بإرسال الأسلحة الدفاعية التي تحتاجها مصر في حربها الحاسمة مع الصهاينة، إذ كان السوفيت يعتبره منافيا لــ ((سياسة الوفاق الدولي والاتفاقيات التي أبرمت سرا بين الدولتين العظميين)). أن الموقف السوفيتي هذا تبدل على إثر قيام أنور السادات في (١٢ مارس ١٩٧١) من عزل نائبه علي صبري ومجموعته المعروفين بتعاطفهم مع السوفيت من مناصبهم الحكومية بسبب محاولتهم بالانقلاب ضد الرئيس السادات، فأعتبر السوفيت هذا خطوة لمصر بالتوجه نحو الغرب خاصة وأن هذه الخطوة المصرية جاءت قبل ثلاثة أيام من وصول وزير الخارجية الأمريكية ويليام بودجورني إلى مصر، وعليه سارع السوفيت بأرسال وفده إلى مصر لينهي زيارته ومباحثاته مع الرئيس أنور السادات بعقد معاهدة الصداقة والتعاون المشترك بين البلدين في (٢٧ مارس ١٩٧١). عمد الرئيس أنور السادات إلى تحقيق هدفين من وراء عقده المعاهدة الأول هو أن يطمئن السوفيت أن أقالته لعلي صبري ومجموعته لا يؤثر على سير العلاقات بين البلدين وطمأنهم أكثر بمنحه منصب نائب وزير التخطيط إلى اسماعيل صبري وهو أحد الشيوعيين القدامى وسكرتير الحزب الشيوعي المصري. أما الهدف الثاني الذي عمد السادات إلى تحقيقه هو عدم قطع علاقاته مع الولايات المتحدة الأمريكية فبعد فراغه من عقد المعاهدة أستدعى دونالد برجس المشرف على المصالح الأمريكية في مصر مبينا له أن المعاهدة مع السوفيت لا تغير شيئا من توجهاته الخارجية في التقارب مع الولايات المتحدة الأمريكية.
In my Research. I approved the cause's circumstances that surrounded the Egyptian-Soviet Relation ships till the treaty had been agreed between the two countries. Through this time ,The Soviet effort to content Egypt as possible as and throw her far away from enforcing her relationship with united states of America. Although soviet intended not to provide Egypt with her needs of Attacking weapon, but just sending defending weapon that Egypt need in her war with Zionist because the soviet considered it as an opposition to the (State Alley Policy and the Treaty that agreed secretly agreed between the two greatest states) The soviet situation changed according to Anwar Al-Sadat act in 1971 when he decided to disposition remove his vice Ali Sabari and his group whom they known of their sympathetic situation with the soviet union and their failing try to change the president Al-Sadat The soviet considered this step as a beginning of Egypt to go towards west. Especially this step was coming before three days of the arriving of the American foreign minister of affairs William Bod Journi to Egypt .So the soviet hurried in sending her delegation to Egypt to end his visit and investigation Al-Sadat in agreeing the friendship and cooperation treaty between the two countries in(27 march 1971). The president Al-Sadat intended to achieve two goals by agreeing the treaty. First the disposition of his vice(Ali sabri and his group) will never influence on the relationship the two countries and he made then feel more confidence by giving the status of the planning minister to Ismael sabri ,who was one of the old communist and the secretary the Egyptian communist party While the second goal that Al-Sadat intended to achieve was not to excise his relationship with united states of America and after he had agreed the treaty, he called Donald Berjis who was the supervisor on American affairs Al-Sadat expressed to him that the treaty with the soviet will never change his outside attitudes in approaching with united of America.
