المستخلص: هدفت هذه الدراسة إلى تعرف مدى تطبيق أجهزة الإدارة العامة الكويتية للإدارة الاستراتيجية ومعوقات تطبيقها من منظور موظفيها. تم تطبيق الدراسة على عينة عشوائية طبقية من الموظفين (381) من مختلف الجهات الحكومية. بينت الدراسة أن غالبية الموظفين يعرفون بوجود استراتيجية معتمدة لدى جهات عملهم، وأن مرحلة صياغة الاستراتيجية تحظى بالاهتمام الأكبر، وأن تدني تأهيل الموظفين يمثل العائق الأول لتطبيق الإدارة الاستراتيجية. وكشفت نتائج الدراسة تباينا ذا دلالة معنوية في تقييم الموظفين للمتغيرات الديموغرافية وهي؛ نوع الجهة، وطبيعة العمل، والجنس، والعمر، والمؤهل العلمي، والخبرة، والجنسية، وعدم وجود أي تباين ذي دلالة معنوية حول معوقات تطبيق الإدارة الاستراتيجية يعزى لأي من المتغيرات سالفة الذكر. بينت الدراسة أهمية إيجاد نظام معلومات استراتيجي لجمع وتحليل البيانات الخاصة بالبيئة الخارجية المحيطة بالأجهزة الحكومية، والتدريب المستمر للقيادات العليا على إعداد الاستراتيجيات الفعالة لإدارة تلك الأجهزة من أجل زيادة الاهتمام بتبني استراتيجيات فعالة لتحقيق الأهداف الاستراتيجية.

This study aims to identify the extent to which the Kuwaiti public administration bodies apply strategic management and the obstacles to its implementation from the perspective of their employees. The study was applied to a random stratified sample of 381 employees from different government bodies. The study showed that the majority of employees are aware of the existence of a strategy adopted by their employers, that the strategy formulation stage is receiving the greatest attention, and that the low qualification of employees is the first obstacle to the implementation of strategic management. The results of the study revealed a significant discrepancy in the employees' assessment of demographic variables, i.e., the type of organization, the nature of work, gender, age, scientific qualification, experience, and nationality. The study also showed the absence of any significant discrepancy in the implementation of strategic management due to any of the above variables. The study revealed the importance of creating a strategic information system for collecting and analyzing data on the external environment surrounding government agencies and consistent training of senior leadership on the development of effective strategies for managing these agencies to increase interest in adopting effective strategies to achieve strategic objectives.
