المستخلص: تمثل المجلات العلمية المحكمة مصادر مهمة للباحثين لما تمتاز به من حداثة في المعلومات وتنوع في الموضوعات واختلاف في ثقافات المؤلفين وإخضاع ما ينشر فيها من مقالات للتحكيم، ولكن بقاؤها بشكل ورقي ومطبوع قد يحد من انتشارها ووصولها بشكل واسع داخل المجتمع الأكاديمي بمختلف فئاته، الأمر الذي فرض ضرورة استغلال التكنولوجيات الجديدة وشبكات المعلومات من أجل ترقية النشر العلمي وفتح آفاق جديدة له. تمثل منصات النشر الإلكتروني الأكاديمي أحد أهم هذه الوسائل التكنولوجية الجديدة التي تساعد على تجاوز مشاكل النشر التقليدي وتنهي عصر احتكار وهيمنة دور النشر. ومن هذا المنطلق والتحاقا بركب التطور التكنولوجي الذي دخل مجال النشر الجامعي بقوة وحرصا من وزارة التعليم العالي والبحث العلمي الجزائرية على الارتقاء بواقع المجلات الأكاديمية التي تنشر من قبل جامعاتها قامت بإنشاء منصة إلكترونية على شبكة الإنترنت لإدارة المجلات العلمية وتجاوز مشاكل النشر التقليدي وتسهيل التواصل العلمي. وعليه تهدف الدراسة الحالية إلى التعرف على الدور الذي تساهم به المنصة الجزائرية للمجلات العلمية ASJP في تطوير وترقية النشر العلمي داخل الجامعات الجزائرية من وجهة نظر أساتذة وطلبة الدراسات العليا لمعهد علم المكتبات والتوثيق بجامعة قسنطينة 2.

The refereed journals are important sources for researchers due to their novelty in information and diversity in subjects. But, remaining in paper format may limit their diffusion and their spread to reach a large academic community. Hence, the necessity of exploiting new technologies and information networks in order to upgrade academic publishing. Academic electronic publishing platforms are one of the most important of these new technologies that help to overcome the problems of traditional publishing and end the monopoly and dominance of publishing houses. In order to be in line with the technological development in the field of university publishing and being keen to promote the university publications, the Algerian Ministry of Higher Education and Scientific Research has developed an electronic platform to manage scientific communication. This study aims to determine the role of the Algerian Scientific Journal Platform (ASJP) in the development and promotion of academic publishing; from the viewpoint of teachers and doctorate students of the institute of Library and Documentation Sciences, Constantine2.

Les revues scientifiques représentent des sources d’information importantes pour les chercheurs en raison de la richesse, de la nouveauté et de la variété des sujets qu’elles contiennent. Mais du fait que ces sources d’informations restent sous forme imprimée peut limiter leur diffusion et les empêcher d’atteindre une large communauté universitaire. D'où la nécessité d'utiliser les nouvelles technologies et les réseaux d'information pour promouvoir l'édition scientifique et lui ouvrir de nouveaux horizons. Les plates-formes de publication académique sont l’une des technologies les plus modernes qui aident à surmonter les problèmes de l’édition traditionnelle ainsi que mettre fin au monopole et de la domination des maisons d’édition. De ce point de vue, et conformément au développement technologique dans le domaine de l'édition universitaire, le Ministère Algérien de l'Enseignement Supérieur et de la Recherche Scientifique a crée une plate-forme électronique pour gérer les revues académiques publiées par ses universités et surmonter les problèmes de l'édition traditionnelle afin de faciliter la communication scientifique. Cette étude vise à déterminer le rôle de la Plateforme Algérienne des Revues Scientifiques (ASJP) dans le développement et la promotion de l'édition scientifique du point de vue des enseignants et des doctorants de l'Institut de Bibliothéconomie et de la documentation a l’université de Constantine2.
