المستخلص: تناول البحث قضية اللاجئين الفلسطينيين في خطابات الرئيس الفلسطيني محمود عباس وكلماته؛ لما لهذه القضية من أهمية خاصة لدى الشعب الفلسطيني، ولكون خطاباته وثائق منشورة على درجة عالية من الأهمية، وتعكس موقفه الرسمي من قضية اللاجئين. وقد هدفت الدراسة إلى تعرف موقع قضية اللاجئين في خطابات الرئيس محمود عباس، من خلال تحليلها الكمي والكيفي، باستخدام المنهج الوصفي بما فيه منهج تحليل المحتوى وتحليل المضمون والمنهج التاريخي. وقد أجرى الباحث مسحاً استقصائياً لكل خطاباته منذ توليه الرئاسة عام 2004 م وحتى بدايات عام 2018 م. أظهر التحليل الكمي ضعف حضور قضية اللاجئين بمختلف مفرداتها في تلك الخطابات قياسا إلى قضايا فلسطينية كبرى؛ حيث بلغت 10.8% فقط. وقد اشتملت خطاباته في قضية اللاجئين على مفردات، مثل: لاجئ، حق العودة والتعويض، قرار 194، الأونروا، المخيمات وأماكن اللجوء، الشتات، التوطين، التهجير، والنكبة. وأظهرت نتائج التحليل الكيفي اتجاهات سلبية تجاه أهم ركيزة في قضية اللاجئين وهي حق العودة.

The study explores the issue of Palestinian refugees in the speeches and remarks of the Palestinian President, Mahmoud Abbas, as this issue is especially significant to the Palestinian people. Abbas’ speeches are very important documents. These speeches reflect Abbas’ official point of view regarding the issue of the refugees. The study aims at identifying the importance of the refugee issue in the speeches of President Mahmoud Abbas by using quantitative and qualitative analysis of these speeches. The researcher conducted a survey of all of Abbas’ speeches since his taking of office in 2004 until the beginning of 2018. The quantitative analysis showed that the mention of the refugee issue as well as other terms related to it in Abbas’ speeches is low and little if compared to other major Palestinian issues, seeing as it got a rate of 10.8% only. The study examines terms related to the refugee issue used by Abbas such as: refugee, the right of return, compensation, UN Resolution 194, UNRWA, camps and places of refuge, diaspora, resettlement, displacement and the Nakba (the Palestinian Catastrophe), and the results showed that Abbas’ speeches included negative views towards the most important part in the refugee issue, which is the right of return.
