المستخلص: تتوفر منطقة العيون كمجال شبه صحراوي، على مجموعة من الموارد التراثية والترابية المتميزة، والمتمثلة أساسا في التراث الطبيعي والمعماري والثقافي، فهذه الإمكانات الترابية من شأنها أن تجعل منها مجالا لتحقيق التنمية الترابية المستدامة، على هذا الأساس تم اقتراح مجموعة من المشاريع لا تعدو أن تكون إلا ذات قيمة توجيهية، والتي نعتقد أن من شأنها الرقي بالمستوى الاقتصادي والاجتماعي والثقافي بالمنطقة، لأن هذه المشاريع تنطلق من تثمين وحماية الموارد التراثية وفق مقاربة شمولية تجند مختلف الفاعلين المحليين، سواء تعلق الأمر بالدولة والجماعات المحلية والخواص ومنظمات المجتمع المدني وتشرك العنصر البشري، باعتباره أساس التنمية وغايتها، ولاشك أن أفاق التنمية المحلية بمنطقة العيون، رهينة بمدى انخراط الساكنة المحلية في تحديد المشاريع التنموية، التي تنسجم مع خصوصياتهم الثقافية وهويتهم المحلية، لأن ذلك من شأنه صيانة الثقافة المحلية والحفاظ على الموارد الترابية، مع المساهمة في الحكامة المحلية، من خلال تعزيز دور الساكنة المحلية في الدينامية التنموية بالمنطقة.

local resources and territorial development in the region of Laâyoune-Sakia Hamra Laâyoune region, as a semi desert zone, has got a host of distinguished heritage and territorial resources, which basically include natural, architectural, and cultural heritage. These territorial potentialities make the region an outstanding area for achieving sustainable territorial development. Given this potentiality, a group of projects of orientation value have been suggested. These projects, we think, improve the economic, social, and cultural level in the region, for they depart from the assessment and protection of the heritage resources based on a multuperspectivist approach which both mobilizes the various local actors, be they the State, local collectivities, private businesses and civil society organizations and engages the human being as the main agent of development and as being its ultimate target. Doubtless, the horizons of the local development in Laâyoune region are associated with the extent to which the local inhabitants are engaged in identifying the developmental projects that are in harmony with their cultural particularities and local identity. This would help sustaining the local culture and preserving the territorial resources as well as contributing to local governance through supporting the role of the local inhabitants in the developmental dynamics in the region.

La unité spatial de Laâyoune, zone semi désertique, renformie un patrimoine aussi bien naturel, architectural que culture. C’est une richesse pourrait être le ressort d’un développement territorial durable. Ainsi, nombre de projet ont été élabores avec le seul et unique objectif, à savoir réaliser un progrès social se basent tous sur le principe de la valorisation des ressources patrimoniales, dans le cadre d’une approche globale impliquant, à la fois, différents intervenants (gouvernement, communes locales, association civiles et secteur prive). Cependant, pour valoriser ce patrimoine, est à dire l’entretenir et le protéger, les dits projet Se doivent d’être fondes d’un cote sur les spécificités des agglomérations.
