المستخلص: الإدارة بمفهومها العام هي القدرة على استخدام الإمكانيات المادية والبشرية المتاحة بأقصى كفاية لتحقيق أهداف معينة، فالإدارة هي فن وعلم يحتاج إليه الإنسان ليقيم عليه الحضارة، يقول الله تعالى في الآية الكريمة: ﴿إلاَّ أَن تَكُونَ تِجَارَةً حَاضِرَةً تُدِيرُونَهَا﴾، كما جاءت كلمة "تدور" في الآية الكريمة ﴿يَنظُرُونَ إلَيْكَ تَدُورُ أَعْيُنُهُمْ﴾، وذلك يؤكد أهمية الإدارة، وقد بلغت الإدارة العثمانية درجة لا مثيل لها، وتوسعت القدرة الإدارية للعثمانيين بشكل كبير سواء من حيث تعقيد المؤسسات التي يمكن إدارتها ومن حيث تعقيد وثائقهم، وأقام العثمانيون أعظم الحضارات؛ ويرجع ذلك إلى القيادات الإدارية الحكيمة والبناء الهيكلي الإداري القوي الذى استمر لمدة ستة قرون من الزمن، وقد انعكس تطور الإدارة في العصر العثماني على كافة الفنون، وسجلت التصاوير المنفذة في العصر العثماني مدى تطور الإدارة وعناصرها المختلفة، كما أظهرت الألبومات الشخصيات الإدارية العثمانية بشكل مفصل، وهذا يوضح أن علم الآثار لا ينفصل عن كافة العلوم الأخرى، وأهميته في التعرف على كافة التفاصيل في العصور السابقة.

Administration in its general sense is the ability to use the material and human resources available to the maximum extent sufficient to achieve certain goals. The administration is an art and science that man needs to build civilization. Allah Almighty says in the Holy Qur'an, (However, if you conduct an immediate transaction among yourselves) and the word "rolling" appeared in the holy verse (you see them staring at you with their eyes rolling). This underscores the importance of administration. The Ottoman administration reached an unparalleled degree, and the Ottomans' administrative capacity expanded significantly in terms of the complexity of the institutions that could be managed and in terms of the complexity of their documents. The Ottomans established the greatest civilizations due to wise administrative leadership and a strong administrative structural construction that lasted for six centuries. The development of the administration in the Ottoman era has been reflected in all arts. The depictions carried out in the Ottoman era recorded the extent of the development of the administration and its various elements. The albums also showed the Ottoman administrative figures in detail.
