المستخلص: The law is a tool for the development and promotion of sustainability through its organization of the latest developments in life. These new legislative enactments can achieve sustainability not only to confront the current developments, but also to leave a legacy for future generations. Qatar’s success in organizing the World Cup has had an impact on bringing in thousands of foreign workers besides the extent to which foreign workers enjoy legal protection in Qatar. This study examined the development of legal protection in the field of workers’ rights. The study sought to monitor the development of the legal protection of workers’ rights through two main topics. The first section deals with the development of legal protection in the period prior to the conclusion of the employment contract between the worker and his employer, and the second section examines the evolution of legal protection in the implementation phase of labor contract. In the pre-contract phase, the development features appeared in accordance with the general rules by imposing an obligation on the employer to make statements prior to the contract, in accordance with the rules of the Labor Law regarding the organization of recruitment agencies. Many development aspects in various fields have been discussed during the implementation phase of the contract - the field of health, social protection of wages, and protection of human rights. This has been achieved through the explanation and analysis of the provisions of the Qatari Labor Law and successive issued ministerial decisions as well as legislation No. 21 of 2015 on regulating the entry and exit of expatriates.

يعد القانون أداة لتطوير الاستدامة وتعزيزها، من خلال تنظيمه لمستجدات الحياة، حيث بمكن من خلال هذه التشريعات المستحدثة تحقيق استدامة، لا يقتصر أثرها على مواجهة المستجدات الراهنة، إنما تعمل على ترك إرث مستمر للأجيال القادمة. ولقد كان لفوز قطر بتنظيم كأس العالم أثره في استقدام آلاف العمال الأجانب، وقد واكب ذلك الحديث عن مدى تمتع العمال الأجانب بالحماية القانونية في دولة قطر، مما انعكس على التشريع القطري في مجالات عدة، من بينها تطور الحماية القانونية في مجال حقوق العمال. وقد سعت الدراسة إلى رصد ملامحه من خلال مبحثين رئيسيين، خصص المبحث الأول لتطور الحماية القانونية في مرحلة ما قبل إبرام العقد بين العامل ورب العمل، والمبحث الثاني تم فيه دراسة تطور الحماية القانونية في مرحلة تنفيذ عقد العمل. ففي مرحلة ما قبل إبرام العقد، ظهرت ملامح التطور وفقا للقواعد العامة من خلال فرض التزام على عاتق صاحب العمل بالإدلاء بالبيانات قبل التعاقد، كما بدت هذه الملامح وفقا للقواعد الخاصة بقانون العمل من خلال تنظيم مكاتب الاستقدام، أما في مرحلة تنفيذ العقد، فقد تم استعراض ملامح التطور في أكثر من مجال، حيث تم حيث تطور الحماية في مجال الصحة، وفى مجال الحماية الاجتماعية، وفى مجال حماية الاجر، وأخيرا في مجال حماية حقوق الإنسان، وذلك من خلال شرح نصوص قانون العمل القطري وتحليلها، والقرارات الوزارية المتعاقبة التي صدرت تنفيذا له، وكذلك التشريعات ذات الصلة، كالقانون رقم 12 لسنة 2015 بشأن تنظيم دخول الوافدين وخروجهم.
