المستخلص: تحرص دولة الكويت على سن التشريعات للمعاقين على اختلاف فئاتهم لتحفظ حقهم في الحياة الكريمة وتلبي حقوقهم واحتياجاتهم وطموحاهم وتطلعاتهم في مؤسسات الدولة ليكونوا رافدا في مؤشرات التنمية. ولذلك هدفت الدراسة إلى الوقوف على الخدمات المكتبية المتوفرة لذوي الإعاقة الحركية في المكتبات الاكاديمية، والصعوبات والتحديات التي تواجه فئة ذوي الإعاقة الحركية عند ارتيادهم المكتبات الجامعية في المؤسسات التعليمية الجامعية، من وجهة نظر أمناء المكتبات من خلال دراسة وصفية مسحية -ومن الملاحظ أن الدراسات التي أعدت في مجال فئة المعوقين حركيا أقل من فئات الإعاقة الأخرى. وصممت أداة الدراسة من استبانة على مقياس التقدير الثلاثي مكونة من ثلاثة أقسام رئيسية شملت ثلاثة محاور رئيسية. وبعد اجراء عمليات الصدق والثبات للاستبانة، وزعت إلكترونيا على أمناء المكتبات باختلاف مناصبهم بمؤسسات التعليم العالي، شملت مكتبات كليات الهيئة العامة للتعليم التطبيقي والتدريب وجامعة الكويت، وبلغت العينة (90) أمين مكتبة. تم تحليل البيانات احصائيا بواسطة برنامج SPSS Version 25. وخلصت الدراسة إلى أن المكتبات الاكاديمية لذوي الإعاقة الحركية بمؤسسات التعليم العالي بدولة الكويت لا تتمتع بمميزات تساعد الطلبة من ذوي الإعاقة الحركية على سهولة الاستخدام والتحرك لتصميهما غير المناسب، لا تتميز هذه المكتبات بوجود متخصصين للتعامل مع ذوي الإعاقة الحركية. أظهرت النتائج أيضا أنه لا توجد فروق ذات دلالة احصائية لقيم (ت) بالنسبة إلى المتغيرات الديموغرافية بوجه عام، ولكن دلت النتائج باستثناء المحور الأول الخاص بالخدمات المكتبية والتي أتت لصالح حملة الدكتوراه من أمناء المكتبات.

The State of Kuwait is keen on making laws for different categories of people with disabilities in order to preserve their rights to a decent life and meet their rights, needs and aspirations in public institutions so that they may become a tributary of development indicators. Therefore, the present study aimed at identifying the library services available to people with motor disabilities at academic libraries, and also the difficulties and challenges facing those with motor disabilities when they visit academic libraries at their educational institutions from the point of view of librarians through a descriptive survey study. It is noticed that the studies conducted on people with motor disabilities are fewer than those conducted on other categories of disabled people. The tool designed for this study was a three-point questionnaire which consisted of three main sections which included three main axes. After establishing its validity and reliability, the questionnaire was electronically administered to librarians of different positions at higher education institutions. The sample involved 90 librarians drawn from the libraries of Public Authority for Applied Education and Training and Kuwait University. The data collected were then statistically analyzed using SPSS Version 25. The results of the study indicate that the academic libraries for people with motor disabilities at higher education institutions in Kuwait do not have facilities that help persons with motor disabilities to use and move in them due to their inappropriate design. These libraries do not have specialized staff to deal with persons with motor disabilities. The results of the study also indicate that there are no statistically significant differences in T-values for the demographic variables in general, except for the first section on library services in which the differences were in favor of librarian holding a Ph.D. degree.
