المستخلص: The world witnessed the arrival of the twenty-first century, a steady increase in the role of knowledge and information in the economy. The knowledge has become the engine for basic production and economic growth, as the focus on information and data and technology for granted factors in modern economies. As a result, began to talk about the new terms, such as "information society" and the "economy of education" and "knowledge economy" and the third wave and the "digital economy" ... etc. In terms of the economic literature emphasizes the importance of investing in human capital as the best kinds of capital value, it is the key to progress of nations and peoples. There is no doubt that investment in human capital has a positive relationship to achieving progress, economic growth and social development. Add to that the entry in the era of knowledge economy and information-based economy requires more investment in the development of efficient human element main production source in the knowledge economy. However, the human resources needed to develop and improve their efficiency, can be achieved only with more spending and investment in the human capital of Egypt. Despite the importance of investing in human capital and its role in the move towards a knowledge economy, it was the subject received more attention for that we chose this important topic "knowledge and investment economy in human capital" to see the possibility of the role that could be played by the knowledge-based economy and science in increasing investments in human capital, and their impact on the quality of production and the impact of all this on the Egyptian national economy.

شهد العالم بقدوم القرن الحادي والعشرين زيادة مضطردة في دور المعرفة والمعلومات في الاقتصاد. فالمعرفة أصبحت المحرك الأساسي للإنتاج والنمو الاقتصادي. كسا أصبح التركيز على المعلومات والبيانات والتكنولوجيا من العوامل المسلم بها في الاقتصادات الحديثة. ونتيجة لذلك بدأ الحديث عن مصطلحات جديد. مثل "مجتمع المعلومات" و"اقتصاد التعليم" و"اقتصاد المعرفة" والموجة الثالثة و"الاقتصاد الرقمي" ...الخ. ومن ناحية تؤكد الأدبيات الاقتصادية أهمية الاستثمار في رأس المال البشرى باعتباره أفضل أنواع رأس المال قيمة. فهو مفتاح تقدم الأمم والشعوب. ولا شك أن الاستثمار في رأس المال البشرى له علاقة إيجابية بتحقيق التقدم والنمو الاقتصادي والاجتماعي. إضافة إلى أن الدخول في عصر اقتصاد المعرفـة والاقتصاد المبنى على المعلومات يتطلب مزيدا من الاستثمارات في تطوير كفاءة العنصر البشرى مصدر الإنتاج الرئيسي في اقتصاد المعرفة. إلا أن هذه الطاقات البشرية تحتاج إلى تطوير وتحسين كفاءتها. ولن يتأتى ذلك إلا بمزيد من الإنفاق والاستثمار في رأس المال البشرى المصري والذي سيكون بمثابة الركيزة الأساسية نحو الانطلاق لعصر اقتصاد المعرفة والتطور التكنولوجي والعلمي.
