المستخلص: أجابت هذه الدراسة عن السؤال الرئيس التالي: هل كان هناك وظائف إدارية فعلا " تخطيط وتنظيم وتوظيف وتنسيق ورقابة عند نشأة الدولة الأردنية؟"، ويترتب على هذا التساؤل؛ تساؤلين أخرين هما: هل مورست هذه الوظائف من قبل القائمين على شؤون الإدارة العامة؟ وما الفرق بين معاني هذه الوظائف واعتباراتها من جانب وتجربتها العملية من جانب أخر؟ تقتضي الإجابة عن هذه التساؤلات بيان المعاني العلمية الحديثة لهذه الوظائف وأهميتها واعتباراتها من مصادر علمية موثوقة من خلال التركيز على جانبين؛ الأول: الجانب النظري توضح فيه الأطر الفكرية لآراء علماء الإدارة وفقهاؤها، والثاني: الجانب القياسي، تقاس عليها التجربة العملية، وتكون نتيجة المقارنة بين الصورتين هي واقع العملية الإدارية عند نشأة الدولة خلال فترة الدراسة، وبذلك نلتزم بحدود العنوان ومضامينه. تطلبت الإجابة عن سؤال الدراسة وتفريعاته؛ التقدمة عن مفهوم العملية الإدارية وفق أراء علماء الإدارة وفقهاؤها لتشكيل الخلفية العلمية المناسبة للتعرف على وظائف العملية الإدارية معنى ومبنى، كأطر ومحددات رئيسة بما يخدم الإجابة ويؤصلها بشكل دقيق ويمنع تشتتها عن الخطة المرسومة. خلصت الدراسة إلى نتيجة مؤداها أن هذه الوظائف قد مورست من قبل القائمين على شؤون الإدارة العامة الذين تميزوا بالقدرة الإدارية والتجربة الميدانية الفنية، هذا الاقتدار الذي سخر لاحتواء سطوة المعتمدين البريطانيين ومن ثم الوصول إلى الهدف المرسوم المتمثل بقيام الدولة فيما بعد.

Responded to this study the following question: Are there administrative functions actually "planning, organizing and recruitment, coordination and control at the emergence of the emirate?, It follows to this question; two questions of two other: Do you bear these posts by those on the Public Administration in the emirate? And The difference between the meanings of these functions and considerations on the part of and practical experience on the part of another when the emergence of the emirate? Required to answer these questions, a statement of modern scientific meanings of these functions and their importance and considerations of authoritative scientific sources by focusing on two aspects; I: theoretical side to make clear the intellectual contexts of the views of management scientists and jurisprudents. And second: the standard, measured by practical experience. The result of comparison between the two pictures is the reality of the administrative process when the emergence of the emirate during the study period, and thus commit ourselves up to the title and contents. Required to answer the study question; offering on the concept of management, the administrative process in accordance with the views of management scientists and jurisprudents to form a scientific background appropriate to identify the functions of the administrative process the meaning of a building, then he was referring to a brief history of the circumstances of the emergence of the emirate within the limits of the study and its requirements, frameworks and the determinants of the President, including serve, and rooting answer accurately and prevents dispersion of the plan set. The study concludes that these functions may be exerted by the charge of the public administration, who were distinguished managerial capacity and technical field experience, this is the competence which was used to contain the power of the British and then adopted to reach the target set by the State of later.
