هدفت هذه الدراسة إلى تحقيق هدف أساسي، يتمثل في التعرف أثر القيادة التحويلية على صنع القرارات الإدارية في المؤسسة الأمنية من خلال دراسة تطبيقية على شرطة منطقه مكة المكرمة، وتتجلى أهمية الدراسة في أن القائد التحويلي يعمل على إثارة قدرات منتسبي الشرطة، ويعمل على تحفيزهم المستمر للعمل بروح الفريق، وتوحيد الأداء، والمشاركة في وضع استراتيجية وأهداف المؤسسة الأمنية، والبحث الدائم عن الحلول الإبداعية لمشكلات المؤسسة الأمنية التي تعيق عملها وتؤثر سلبا على تحقيق أهدافها، عن طريق تفعيل المشاركة في اتخاذ القرارات الأمنية الرشيدة؛ حيث أن القرار الأمني الرشيد يؤدي إلى الوصول للأهداف المنشودة في المؤسسات الأمنية، وهذا يتطلب معرفة طرق وأساليب اتخاذ القرارات الأمنية ولا سيما الأساليب الحديثة المعتمدة على الطرق الرياضية، ودور المعلومات في اتخاذ القرارات، والعوامل والاعتبارات التي تؤثر في عملية اتخاذها وبعض المقترحات التي تساعد على زيادة فاعليتها. وللإجابة على التساؤلات المطروحة، اعتمد الباحث على المنهج في المنهج الوصفي التحليلي الذي يتناسب وطبيعة موضوع أثر القيادة التحويلية على صنع القرارات الإدارية في المؤسسة الأمنية "دراسة تطبيقية على شرطة منطقه مكة المكرمة"؛ وام استخدام الاستبانة كأداة لجمع البيانات اللازمة لاختبار فرضيات الدراسة المتعلقة بأبعاد القيادة التحويلية في صنع القرار الأمني في شرطة منطقة مكة المكرمة. وقد توصلت الدراسة إلى عدد من النتائج من أهمها أن جوهر القيادة التحويلية يرتكز على القدرة على مواءمة الوسائل مع الغايات، وتشكيل وإعادة تشكيل المؤسسات لتحقيق أغراض إنسانية عظيمة وتطلعات أخلاقية، ويقوم هذا النمط القيادي على إدراك الحاجات الظاهرة والكامنة للمرؤوسين، والعمل على إشباع تلك الحاجات، واستثمار أقصى طاقات المرؤوسين بهدف تحقيق تغير مقصود في المؤسسة الأمنية، ويعد القائد التحويلي في سمة التأثير المثالي أنموذج يقتدى به المرؤوسون، فهم يبدون مواصلة وعزم في متابعة الأهداف، ويظهرون مستويات عالية من السلوك الأخلاقي بما يمتلكوه من إحساس عال، يرفع أخلاقيات ومعنويات المرؤوسين وقيمهم بشكل مثالي إلى مستويات أعلى وفق ما هو متوقع، وقد بينت نتائج الدراسة الميدانية أنه يوجد أثر ذو دلالة إحصائية للقيادة التحويلية لبعد (التأثير المثالي) في القيادة التحويلية على صنع القرارات الأمنية عند مستوى الدلالة الإحصائية (0.05). وأوصت الدراسة بضرورة تعزيز الاعتماد على أسلوب القيادة التحويلية في إدارة شرطة منطقة مكة المكرمة، وذلك لزيادة عملية اتخاذ القرار الإداري والأمني؛ من أجل الإرتقاء بعمل الأمني على كافة المستويات.
This study aimed to achieve a primary goal, which is to identify the impact of transformational leadership on administrative decision-making in the security institution through an applied study on the Makkah Al-Mukarramah Police Department. To work in a team spirit, standardize performance, participate in setting the security institution’s strategy and objectives, and constantly search for creative solutions to the security institution’s problems that hinder its work and negatively affect the achievement of its objectives, by activating participation in making rational security decisions, as a rational security decision leads to access For the desired goals in security institutions, and this requires knowledge of the methods and methods of making security decisions, especially modern methods based on mathematical methods, the role of information in decision-making, the factors and considerations that affect the process of taking them, and some suggestions that help increase their effectiveness In order to answer the questions raised, the researcher relied on the method in the descriptive-analytical approach that fits with the nature of the topic of the impact of transformational leadership on administrative decision-making in the security institution “an applied study on the Makkah region police”, or using the questionnaire as a tool for collecting data necessary to test the hypotheses of the study related to the dimensions of leadership Transformational security decision-making in the Makkah Al-Mukarramah Region Police. The study reached a number of results, the most important of which is that the essence of transformational leadership is based on the ability to harmonize means with ends, and to form and reshape institutions to achieve great human goals and moral aspirations. And investing the maximum energies of subordinates in order to achieve an intended change in the security institution. The results of the field study showed that there is a statistically significant effect of transformational leadership for the dimension (ideal influence) in transformational leadership on security decision-making at the level of statistical significance (0.05). The study recommended the need to strengthen reliance on the transformational leadership style in the Makkah Al- Mukarramah Police Department, in order to increase the administrative and security decision-making process, in order to improve security work at all levels.
