المستخلص: تضمنت المادة 103 من التعديل الدستوري 2020 فرضيتين لإمكانية قيادة الحكومة؛ فقد يقودها وزير أول إذا أفرزت الانتخابات التشريعية عن أغلبية رئاسية أو رئيس للحكومة إذا أفرزت الانتخابات التشريعية عن أغلبية برلمانية. وعليه وفقا للتصور الدستوري الجزائري الحالي قد تكون السلطة التنفيذية ذات تركيبة أحادية أو ثنائية، وهذا أمر من شأنه طرح العديد من التساؤلات لما يثيره من غموض وجدل أكاديمي واسع لما له من صلة مباشرة في التأثير على تحديد طبيعة النظام السياسي الجزائري ككل، لاسيما فيما يخص مبدأ المسؤولية السياسية للسلطة التنفيذية؟ !!

Article 103 of the 2020 constitutional amendment included two assumptions about the possibility of government leadership. It may be led by a Prime Minister if the legislative elections result in a presidential majority, or a head of government if the legislative elections result in a parliamentary majority. According to the current Algerian constitutional conception, the executive authority may have a unilateral or bilateral composition, and this is a matter that raises many questions due to the ambiguity and wide academic controversy that it raises because of its direct relationship in influencing the determination of the nature of the Algerian political system as a whole, especially with regard to The principle of political responsibility of the executive branch? !!.

L’article 103 de l’amendement constitutionnel de 2020 contenait deux hypothèses quant a la possibilité d’un leadership gouvernemental, Il peut étre dirigé par un Premier ministre si les élections législatives ont abouti a une majorité présidentielle, ou un Chef du gouvernement si les élections législatives ont abouti a une majorité parlementaire. Ainsi, selon la conception constitutionnelle algérienne actuelle, le pouvoir exécutif peut avoir une composition unilatéral ou bilatéral, et c’est une question qui soulève de nombreuses questions en raison de l’ambigüité et de la large controverse académique qu’elle soulève en raison de sa relation directe avec l’influence sur la détermination de la nature du système politique algérien dan son ensemble, notamment au regard du principe de responsabilité politique de l’exécutif ?!!.
