المستخلص: إن الفتوى تعد السبيل الأساسي لمعرفة أحكام الشرع، خصوصا في الوقائع المستجدة التي لم يرد فيها نص بذاتها، ولكن عندما قام بهذا الأمر من ليسوا بأهل له وقع التناقض وضل الناس؛ فجاءت هذه الدراسة لبيان من هم الذين يناط بهم هذا الواجب، وكيف يمكن أن تضبط الفتوى، وما أثر هذا في إيصال رسالة الإسلام، وتغيير واقع المسلمين، ثم ما هي الشروط والضوابط التي إذا طبقت أدت إلى ضبط الفتوى.

The Fatwa is the way to know the rulings of the Sharia, especially in recent events that do not contain a text in themselves. But when this matter was done by those who were not qualified for it, the contradiction occurred and caused the people to go astray. So this study came to clarify who are those who are entrusted with this duty, and how to control the fatwa. What is the effect of this on conveying the message of Islam, changing the reality of Muslims, and then what are the conditions and controls that, if applied, led to controlling the Fatwa. the place by whether it is independent or dependent, and the effect of the intention on intending the road in terms of excuse or not, and the multiplicity of the traveler's intention, and the of being disobedient, or is a resident, and the effect of that on permitting travel where study concluded that intent is considered, which resulted in not permitting travel licenses. and whoever does not the intention consideration to the intention permitted he authorized it, and if the eyes of the jurists differed for the intention in a citizen, then not considering the intention resulted in permitting the permissibility of travel permits contrary to those who considered them.
