المستخلص: تناولت هذه الدراسة برنامج التمويل الصغير في محافظة اللاذقية والخدمات التمويلية التي يقدمها إضافة لدراسة دور هذا البرنامج في تنمية قطاع المشروعات الصغيرة والمتوسطة متمثلا بمؤشرات عدة كنمو المشروع وحجم الإنتاج وعدد العاملين فيه، وذلك من خلال دراسة ميدانية أجريت في محافظة اللاذقية. وتم فيها استعراض ماهية التمويل الصغير وخصائصه ومبادئه والخدمات التي يقدمها، ودراسة دورة حياة المشروعات الصغيرة والمتوسطة وأهميتها والصعوبات والتحديات التي تواجهها. ولقد تم استخدام المنهج الوصفي التحليلي وتم دراسة أثر هذا البرنامج على تنمية المشروعات الصغيرة من خلال استبانة تم توزيعها على عينة عشوائية مكونة من 473 مستفيد من برنامج التمويل الصغير موزعين على قطاعات إنتاجية ومناطق جغرافية مختلفة. وقد تم تطبيق بعض الأساليب الإحصائية البسيطة مثل اختبار Binomial test واختبار Mann-Whitney، Kruskal-Wallis وذلك بالاستناد إلى بيانات ربعية تم الحصول عليها من المؤسسة الوطنية للتمويل الصغير في محافظة اللاذقية خلال الفترة الواقعة بين عام 2019 والربع الثاني لعام 2022. ولقد توصلت الدراسة إلى مجموعة من النتائج أهمها: التمويل عنصر مهم في نشأة المشاريع الصغيرة ونموها، فقد اتضح وجود علاقة بين التمويل الصغير واستمرارية المشروع. عدم وجود تأثير واضح لبرنامج التمويل الصغير على تنمية المشروع متمثلا في زيادة الطاقة الإنتاجية وزيادة عدد العاملين فيه.

This study dealt with the microfinance program in Lattakia Governorate and the financing services it provides, in addition to studying the role of this program in the development of the small and medium enterprises sector, represented by several indicators such as project growth, production volume, and the number of employees in it, through a field study conducted in lattakia Governorate. In it, the nature of microfinance, its characteristics, principles, and services it provides were reviewed, and the life cycle of small and medium enterprises was studied, its importance, and the difficulties and challenges it faces. The analytical descriptive approach was used, and the impact of this program on the development of small and medium enterprises was studied through a questionnaire distributed to a random sample of 473 beneficiaries of the microfinance program distributed over different production sectors and geographical areas. Some simple statistical methods were applied, such as the test Binomial Test and also the test Kruskal-Wallis H, Mann-Whitney Based on quarterly data obtained from the National Microfinance Corporation in lattakia Governorate during the period between 2019 and the second quarter of 2022. The study reached a set of results, the most important of which are: 1- Finance is an important element in the emergence and growth of small projects; it has became clear that there is a relationship between small financing and the continuity of the project. 2- The absence of a clear impact of the microfinance program on the development of the project, represented in increasing the production capacity and increasing the number of workers in it.
