المستخلص: The present study aims to provide a list of technical and educational standards for the Holy Quran on-line teaching and learning websites. It also aims to evaluate the current websites of teaching the Holy Quran in the light of the suggested educational and technical standards suggested by this study which used a descriptive approach. Then design a referential site for sites of teaching and learning of the Holy Quran and posted on the Internet. The study passed through three stages: First, preparation of study tool Form educational and technical standards to evaluate the sites of the teaching and learning of The Holy Quran from the perspective of specialists. Samples were selected from the specialists examiners in the field of information and education technologies and Islamic studies and the Holy The Holy Quran , then, preparing a list of educational and technical standards to evaluate the sites of teaching the Holy Quran from the perspective of specialists. Second, implementation of the tool (evaluate Saudi charities sites for the memorization of the Holy Quran in the teaching and learning of the Holy The Holy Quran in light existing form). Where the sample was selected intentionally from Saudi charities for the memorization of the Holy Quran where e-learning audio room and electronic classroom (Mqara) only after excluding all sites closed or under the update, and it has been applied study tool through sessions direct connection to the Internet, according to the criteria proposed in the form prepared for that. Finally, the reference site design integrated The Holy Quran teaching and learning sites in light of the educational and technical standards and published on the Internet
