Use of Foreign Labour in Saudi Arabian Private Enterprises: Causes, Consequences and Socio-Economic Implications

المستخلص: The role of foreign labour is very important in the domestic labour market development when local labour is not fulfilling local requirements. Saudi Arabia is a big oil producing country and has many other flourishing industries. Local labour does not meet the requirements of domestic industry. The aim of this study is to understand the unemployment issues in Saudi Arabia and the reasons why private enterprises are hiring increasing numbers of foreign labourers instead of Saudi nationals. The author used primary data to analyse the issue and to make recommendations to private enterprises and the government of Saudi Arabia. Questionnaires have been used to collect the data from 15 respondents in different enterprises and industries Foreign labour plays an important role in developing private enterprises in Saudi Arabia. Furthermore, foreign labour is committed and has more skills in regards to achieving organisational goals. Therefore, owners of private enterprises are more attracted to foreign labourers and provide them with employment. The author recommends that the government develop a database offering comprehensive information regarding the demands of foreign labour and the foreign labour available. A second recommendation is to provide more facilities to the foreign labour force and from different communities to protect their rights in the domestic environment. With further analysis it was apparent that, whilst a number of results supported the existing data in the literature, there were some cases with more unexpected outcomes. Specifically, the results indicated a new situation with regards to the use of foreign labour in private Saudi enterprises; Saudis were found to be less skilled compared to foreigners and this is considered to be the main reason why private enterprises prefer to hire foreign labour instead of Saudi labour. This study can be applied by the government of Saudi Arabia to discover more about foreign labour in Saudi Arabia and how the government can restrict foreign labour in Saudi Arabia. In conclusion, the author recommends that the Government of Saudi Arabia should manage their local labour force to create a balance between local and foreign labour. Furthermore, the study recommends to private enterprises that they should consider the motivational factors influencing foreign labour and utilise these in the domestic environment to attain a high performance.
