المستخلص: Since the establishment of the (Israel) state on the occupied Arab Palestinian territory in 1948, and as a culmination of the Zionist Colonial Replacement movement efforts, and its own displacement policy through massacres and killings which have met with the tendency of mandate authorities to establish the Zionist entity in Palestine, at the same time of the Palestinian dispersion case and the fragmentation of the Arab situation. Earlier, the Zionist movement sought to set some Zionist Political Institutions up in Palestine, so that it has established Osevat Hanfajaram (Representatives Association) to be as a representative of the Jews in Palestine in 1918, and secreted Fa’ad Leumi (National Council) to be its own executive arm in 1920, After that, the Zionist movement had established the Jewish Agency which then became as a parallel government to the mandate government, all the agency’s facilities have been transferred to the Israel state’s institutions by its announcement. The agency has been helped in its settlement and Replacement activities several institutions such as Alkerin Kimmitt (Jewish National Fund), Histadrut and Karin Hayesod (Constitutive Fund), and the Kibbutzim. Beside these institutions, many political parties involved in the process of Jews representation, they strongly participated in the settlement operation to accomplish the state institutions and replace the Jewish population instead of the Arab one. Despite the plurality and division of these parties, they had the consensus on general principles of Zionism.

By the declaration of the State on 14th May 1948, The Israeli partisan scene was divided into two main Parties the right-wing (both national and religious), and the left-wing (Labor) particularly the Mapai party that ruled Israel at its declaration, the viewpoints and attitudes of the parties were different about Arabs, the participation of the parties took several forms in the nascent state institutions. In spite of the division in the right and left – wings and the fact that labor Mabai party is the ruler, some right-wing parties were as permanent partners for the Mabai party in its governmental coalitions, while many of the left-wing parties remained outside these coalitions. The Zionist leadership drafted the political system of the nascent state to ensure clear control on who stands at the top of this system, since the declaration of the state The Zionist leadership was keen to complete the process of parliamentary elections (Knesset) despite conditions that the state experienced. However, the Israeli leadership has colluded not to write a constitution for Israel to keep the government with free hands in controlling public affairs, and in the expansion at the expense of the Arab countries process. Even though the judicial system declared about its independence, it contributed to legitimize the occupation process without taking Arab side in their legitimate rights. Multi-party in the Israeli arena imposed that the government should be in the form of coalitions which is led by Mapai party, seven governments were formed through three Knesset elections in the period between 1948-1956. Despite of the successive governments, the political performance of governments showed a semblance of stability because of the similarity judgment partners every time, and the presence of Ben Gurion’s strong personality at the top of most of these governments which reinforced the dominance of the state against the Zionist Organization Devices. Ben Gurion’s personality was the greatest impact on the formulation of an authoritarian regime, and the collection of all the powers and functions that were practiced by the Zionist bodies in the hands of (state) nascent.
