The aim of this article is to reveal the effectiveness of the total quality as a secure approach to excellence. It pointed out that in view of the recent experience of Japan; it was found that the preliminary researches for the advancement of Japan recommended radical changes in the constitution immediately after the end of the US administration's rule in 1952 by making major changes, mainly from the cult of Emperor Hirohito to loyalty to work. The sovereignty is in the Japanese man wherever he is. The emperor is a symbol of the nation and he has no authority over it, as well as one of the most prominent projects is the establishment of the National Agency for Research and Advanced Projects, which is doing research in the field of energy technology, industry and innovations of the new generation. The article also tackled the following topics: the new method of management, the study of the Japanese experience, and the characteristics of the Japanese administrative system. The article concludes that many of the organizational values associated with management have been summed up by the Japanese management scientists in several concepts, the most important of which is the concept of the total quality management and excellence.This abstract translated by Dar AlMandumah Inc. 2018
هدف المقال الحالي إلى الكشف عن فاعلية الجودة الشاملة كمنهج آمن للتميز. حيث أشار إلى انه بالنظر إلى التجربة الحديثة لليابان وجد ان الأبحاث الأولية للنهوض باليابان قد أوصت إلى عمل تعديلات جذرية في الدستور مباشرة بعد انتهاء حكم الإدارة الأمريكية عليها في العام 1952م، وذلك بعمل تعديلات رئيسية أهمها الانتقال من عبادة الإمبراطور هيروهيتو إلى الولاء للعمل، وإن السيادة تتمثل في الإنسان الياباني أينما وجد. وأن يكون الإمبراطور رمزا للأمة ولا سلطان له عليها، وكذلك كان من أبرز المشاريع تأسيس الوكالة القومية للأبحاث والمشروعات المتطورة وهي تقوم بالأبحاث في مجال تقنية الطاقة والصناعة وابتكارات الجيل الجديد. كما تناول المقال المحاور التالية الأسلوب الجديد في الإدارة، ودراسة التجربة اليابانية، وخصائص النظام الإداري الياباني. واختتم المقال بأن الكثير من القيم التنظيمية المرتبطة بالإدارة قد لخصها علماء الإدارة اليابانيون في عدة مفاهيم أهمها مفهوم إدارة الجودة الشاملة والتميز.كُتب هذا المستخلص من قِبل دار المنظومة 2018
