المستخلص: The rapid development of technology in the world makes it imperative for higher education institutions to develop their educational systems to meet the ever-growing and evolving needs of society, especially in view of the growing concepts of globalization. Higher education institutions have realized that they can improve the quality of their services by adopting the concepts and principles of TQM adopted in other sectors. Therefore, many specialists in education in general and university education, in particular, have been studying and analyzing this administrative approach In order to assess the extent to which it can be employed as a system to activate and develop the systems and outputs of university institutions to meet the needs of the labor market. This is in keeping with the circumstances, changes and challenges dictated by the current global environment.

Le développement rapide témoigne du monde dans le domaine des technologies de la science exige des institutions d'enseignement supérieur pour développer leurs systèmes éducatifs afin de répondre aux besoins croissants et en constante l’évolution de la communauté. Surtout à la lumière des concepts de mondialisation croissante. Les établissements d'enseignement supérieur ont réalisé qu'il peut améliorer la qualité de ses services à travers l'adoption des concepts et des principes de la qualité totale adoptées dans d'autres gestion des secteurs. Et il a eu beaucoup de spécialistes de l'éducation dans l'enseignement en général et supérieur en particulier sur l'étude et l'analyse de cette approche administrative afin d'évaluer la possibilité de travailler comme un système utilisé dans le développement et la production des institutions universitaires pour répondre aux besoins du marché du travail. Et ainsi de faire face aux conditions et variables et les défis dictés par l'environnement mondial actuel.

إن التطور السريع الذي يشهده العالم في مجال علوم التكنولوجيا يحتم على مؤسسات التعليم العالي تطوير أنظمتها التعليمية لتلبية حاجات المجتمع المتزايدة والمتطورة باستمرار. خاصة في ظل تنامي مفاهيم العولمة. ولقد أدركت مؤسسات التعليم العالي أنه بإمكانها تحسين جودة خدماتها من خلال تبني مفاهيم ومبادئ إدارة الجودة الشاملة المعتمدة في القطاعات الأخرى. وعليه دأب الكثير من ذوي الاختصاص في التعليم بشكل عام والتعليم الجامعي بشكل خاص على دراسة وتحليل هذا المدخل الإداري بهدف تقويم مدي إمكانية توظيفه كنظام يعمل به لتفعيل وتطوير أنظمة ومخرجات المؤسسات الجامعية لتلبية احتياجات السوق العمل. وذلك بما يواكب الظروف والمتغيرات والتحديات التي تمليها البيئة العالمية الراهنة
