هدفت الدراسة تعرف الأطر الفكرية والنظرية لإدارة الجودة الشاملة وتعرف واقع أقسام الإدارات التربوية بمديريات التربية والتعلم بالمحافظات الجنوبية في فلسطين على ضوء متطلبات إدارة الجودة الشاملة من وجهة نظر هذه الأقسام، ووضع توصيات ومقترحات إجرائية يمكن الاستفادة منها. واستخدم الباحث المنهج الوصفي، وكانت أداة الدراسة هي (الاستبانة)، والتي قسمها إلى أربعة محاور هي: جودة التخطيط الاستراتيجي، جودة القيادة الفعالة، جودة التحسين والتدريب المستمر، جودة التقويم والتغذية الراجعة، وزعت على (40) فقرو بواقع (10) فقرات لكل مجال، واشتملت عينة الدراسة على (140) مدير/ة ممن يعملون في المدارس الحكومية للعام الدراسي (2015-2016)، حيث تم اختيار العينة بطريقة قصدية، ويمثل حجم العينة (35.4%) من حجم المجتمع الأصلي للدراسة البالغ عددهم (395) مدير/ة. وجاءت نتائج الدراسة لترتب مجالاتها تنازلياً على النحو التالي: مجال جودة التدريب والتحسين المستمر بوزن نسبي (84.40)، مجال جودة التقويم والتغذية الراجعة بوزن نسبي (84.27%)، مجال جودة التخطيط الاستراتيجي بوزن نسبي (84.23%) وأخيراً مجال جودة القيادة بوزن نسبي (84.21%).
This study aims to recognize the ideological and theoretical frames of the total quality management and to identify the educational departments at the Education directorates of the southern govemorates in the light of the requirements of the total quality management from the perspective of the headmasters of the governmental schools. And to explore the possibility of applying the requirements of the total quality management in developing these departments. In addition, the study aims to develop procedural recommendations and suggestions that could be benefited from. The researcher used the descriptive methodology along with questionnaires that have been divided into four axes: the quality of strategic planning, the quality of the effective leadership, the quality of improvement and continuous education and the quality of assessment and feedback. The research was divided into (40) clauses. (10) Clauses for each axis. The study sample involves 140 headmasters/mistress working at the governmental schools of the school year (2015-2016): they were intentionally chosen. The sample represents 35.4% of the total size of the study community which is (395) headmasters/mistress. The study conclusions came as follows: The third axis ranked first with a relative weight of 84.40%. The fourth axis came next with relative weight of 84.27%. At the third rank came the quality of strategic planning with relative weight of 84.23% and came last the quality of the effective leadership with relative weight of 84.21%.
