المستخلص: This study aimed to identify The reality of special education in Palestine and the role and hoped for from the workers point of view in institutions of special education in Hebron Governorate In order to achieve the objectives of this study, the researcher constructed a special scale by reference to a number of studies and measurements. The scale was applied to a sample of (112) participants. The data were processed statistically by calculating arithmetic mean, standard deviations, and t-test. The results showed the following: The most important services covered by the special education programs were represented in (rehabilitation services), while (accommodation services, monthly subsidies) came in the last rank, and the most prominent programs were represented in (learning disabilities Program), and came (excellence talent Program) in the last rank. The efficiency effectiveness of services and programs provided to people with special needs came in a high degree The most prominent paragraphs of this dimension were represented in (the institution sought to help disabled to become more adapted to the community in which he lives after entering the institution) - The problems facing special education came in very high degree, and the most prominent problems were represented in (the limited of integration and coordination between institutions) - The hoped role to enhance special education at the level of the institution was came in very high degree. The most important role is represented in (review vocational training programs to meet the needs of the labor market). In light of these results, the researcher came up with a set of recommendations, represented in calling for pay attention to the services and programs covered by the special education institutions, through the establishment of centers with multiple services; because of its important role in facilitating the integration of people with special needs in the local community and work to increase the integration and coordination between institutions, and intensify media campaigns that inform citizens of the importance of their role in cooperation with workers in institutions of special education.

هدفت هذه الدراسة تعرف واقع التربية الخاصة في فلسطين، والدور المأمول لها من وُجهة نظر العاملين في مؤسسات التربية الخاصة بمحافظة الخليل، ولتحقيق أهداف هذه الدراسة بنى الباحث مقياسا خاصّا من خلال الرجوع لعدد من الدراسات والمقاييس، وتم تطبيقه على عينه مكونة من (112) مشارك، وتمت معالجة البيانات إحصائيا عن طريق حساب المتوسطات الحسابية، والانحرافات المعيارية، واختبار )ت( وأظهرت النتائج ما يلي: أن أبرز الخدمات التي تغطيها برامج التربية الخاصة تمثلت في )الخدمات التأهيلية(، في حين جاءت )الخدمات الإيوائية، والإعانات المادية الشهرية( في الترتيب الأخير، وإن أبرز البرامج تمثلت في) برنامج ذوي صعوبات التعلم(، وجاء)برنامج ذوي الموهبة والتفوق( في الترتيب الأخير. أن واقع كفاءة الخدمات والبرامج المقدمة لذوي الاحتياجات الخاصة وفعاليتها جاءت بدرجة مرتفعة. وإن أبرز فقرات هذا البعد تمثلت في )تسعى المؤسسة لأن يصبح المعاق أكثر تكيفا مع المجتمع الذي يعيش فيه بعد دخوله المؤسسة(. أن واقع المشاكل التي تواجه التربية الخاصة جاءت بدرجة مرتفعة جدا، وإن أبرز المشاكل تمثلت في (محدودية التكامل والتنسيق بين المؤسسات (. أن الدور المأمول لتعزيز دور التربية الخاصة على صعيد المؤسسة جاء بدرجة مرتفعة جدا، وإن أبرز دور تمثل في )إعادة النظر في برامج التدريب المهني لكي تلبي احتياجات سوق العمل(. وفي ضوء هذه النتائج خرج الباحث بمجموعة من التوصيات، تمثلت في الدعوة إلى ضرورة الاهتمام بالخدمات والبرامج التي تغطيها مؤسسات التربية الخاصة، من خلال إنشاء مراكز تحتوي إعاقات متعددة؛ لما لهذا من دور في تسهيل دمج ذوي الاحتياجات الخاصة مع المجتمع المحلي، والعمل على زيادة التكامل والتنسيق بين المؤسسات، وتكثيف الحملات الإعلامية التي تبصر المواطنين بأهمية دورهم في التعاون مع العاملين في مؤسسات التربية الخاصة.
