المستخلص: Le monde est depuis la dernière décennie du XXe siècle, tendance à hausse vers la libéralisation économique et d'ouvrir voie à des initiatives individuelles et politique de privatisation d'une part, et d'autre part, l'augmentation des déficits budgétaires dans de nombreux pays, ce qui a conduit à l'adoption d'un système de bot « BOT » en tant que financement de mécanisme de contrat, en se fondant principalement sur les investissements du secteur privé - étranger en particulier Menh- pour mise en place et l'exploitation de projets d'infrastructure et tirer profit de ses revenus sur période contractuelle, pour lui permettre de récupérer les dépenses et obtenir retour des bénéfices nécessaires pour après quoi l du projet du propriétaire de l'état de son transfert déjà, c'est proportionnel au choix La plupart des pays développés et en développement pour tenter de développer ses infrastructures et modernisation des équipements publics, où ils ont trouvé ces pays dans des projets B. O. T, meilleure façon d'atteindre cet objectif.

Since the last decade of the twentieth century, the world has witnessed an increasing trend towards economic liberalization and opening the way for individual initiatives and privatization policies on the one hand, and on the other hand, increasing fiscal deficits in many countries, which led to the adoption of the BOT system as a contractual financing mechanism. It mainly relies on private sector investments, especially foreign ones, to establish and operate infrastructure projects and to benefit from their revenues throughout the contractual period; in a manner that allows them to recover their expenses and obtain the required return from the profits, after which the ownership of the project is transferred to the country that owns it. This is in line with the desire of most developed and developing countries to try to develop their infrastructure and modernize their public facilities as these countries found in B.O.T projects the best way to achieve this purpose.

يشهد العالم منذ العشرية الأخيرة من القرن العشرين اتجاها متصاعدا نحو التحرر الاقتصادي وفتح المجال للمبادرات الفردية وسياسة الخوصصة من جهة، ومن جهة أخرى تزايد العجز المالي في العديد من الدول، الأمر الذي أدى إلى تبني نظام البوت "BOT" كآلية تمويل تعاقدية، تقوم أساسا بالاعتماد على استثمارات القطاع الخاص -بالأخص الأجنبي منه -لإنشاء وتشغيل مشاريع البنية التحتية والاستفادة من عائداتها طوال الفترة التعاقدية، بشكل يسمح له باسترجاع نفقاته والحصول على العائد المطلوب من الأرباح، ليتم بعدها نقل ملكية المشروع للدولة المالكة له أصلا، هذا ما يتناسب مع رغبة أغلب الدول المتقدمة والنامية في محاولة تطوير بنيتها الأساسية وتحديث مرافقها العامة، حيث وجدت هذه الدول في مشروعاتB.O.T خير سبيل في تحقيق هذا الغرض.
