المستخلص: يشهد عالم المعلومات اليوم تطورات سريعة ومتلاحقة في مجالات تكنولوجيا المعلومات والاتصالات، هته التطورات التكنولوجية التي ما فتئت تغزو المكتبات عامة والمكتبات الجامعية على وجه الخصوص وتؤثر تأثيرا كبيرا عليها سواء من حيث تغير أشكال مصادر المعلومات أو من حيث تغيير أساليب وطرق اقتنائها لهذه المصادر وكذا تغير أساليب إتاحتها. هذه الأخيرة التي تمخض عنها ظهور قضية الوصول الحر إلى المعلومات وحرية تداولها وما انجر عنها من تعقيدات وإشكالات تثار حول مدى تحقيق هذه الحرية للجميع على قدر المساواة، ناهيك وأن هذه المسألة تعد حقا إنسانيا ديمقراطيا أساسيا أقرته منظمة الأمم المتحدة منذ الأربعينات من القرن الماضي بل وجعلته حجر الزاوية لكل الحريات التي تتبناها هذه المنظمة، ناهيك وأن الوصول الحر للمعلومات يعد من أهم المبادئ التي ظل المجتمع الأكاديمي يطالب بها سعيا منه لتحقيق التواصل في مجال البحث العلمي وتبادل الأفكار وإتاحة نتائج البحوث العلمية وكذا إثراء الحوار بين الباحثين. غير أن وصول مؤسسات المعلومات بما فيها المكتبات الجامعية إلى تحقيق هذا الحق لمستفيديها وتجسيده في ظل البيئة الإلكترونية وما أفرزته من تغير في أشكال مصادر المعلومات وكذا طرق وأساليب إتاحتها لجمهور المستفيدين تعترضه قضية حقوق الملكية الفكرية للمعلومات الإلكترونية وما تثيره هذه القضية من جدل شائك وكبير بين أوساط القانونيين والمؤلفين والناشرين باعتبار كل منهم يدافع عن جهوده ومكتسباته العلمية والتجارية والحفاظ على حقوقه، أما المكتبات وعلى رأسها المكتبات الجامعية فإنها بالتأكيد تقف في صف المستفيدين ومع حقهم في الوصول إلى المعلومات وتداولها بكل حرية ودون قيود وشروط تحد من هذه الحرية وهو مسعى سامي يتعرض تحقيقه جملة من الصعوبات والمعوقات المتعددة . تأسيسا على ما سبق، تأتي هذه الورقة للتعرف على مبادرات المكتبات الجامعية في تحقيق حرية الوصول للمعلومات لمستفيديها وسبل تحقيقها لذلك، إضافة إلى الوقوف على أهم وأبرز الصعوبات والعوائق التي تحول دون تحقيق المكتبات الجامعية لهذا المسعى كما ينبغي، من خلال التطرق إلى تجربة المكتبات الجامعية في ذلك.
