المستخلص: في هذا البحث العلمي، نقترح نموذجا لهندسة جودة تأهيل أعضاء هيئة التدريس من أجل التمكين في ممارسة العمليات المرتبطة بالمنتجات التعليمية وتطويرها في كليات الاقتصاد والعلوم الاقتصاد والعلوم الإدارية في مؤسسات التعليم العالي بالمملكة العربية السعودية والجمهورية التونسية. النموذج المقترح مبني على النموذج الاجتماعي والاقتصادي لهندسة الإدارة لصاحبه البروفيسور الفرنسي هنري سفال Henri Savall. المنطلق الأساسي لهذا البحث هو أن تأهيل وتمكين أعضاء هيئة التدريس من العمليات المرتبطة بالمنتجات التعليمية وتطويرها في كليات الاقتصاد والعلوم الإدارية وبقية الاختصاصات في مختلف مؤسسات التعليم العالي، يحتاج إلى هندسة مبنية على منطق إدارة العمليات (تحديد المدخلات والمخرجات وتحويل المدخلات إلى مخرجات لهندسة جودة التأهيل والتمكين من أجل التطوير) والمنطلقة من عملية التشخيص، التي توفر مدخلات أساسية لعملية تصميم المشروع في هندسة جودة التأهيل والتمكين والتطوير ومنها نتحول إلى تنفيذ المشروع لننهي بعملية التقييم لنتائج تنفيذ المشروع. النجاح في تطبيق هذا الفكر الهندسي والإداري مرتبط بجودة وتميز سلوكيات الأفراد والجماعات من أعضاء هيئة التدريس ومختلف الأطراف الفاعلة في مؤسسات التعليم العالي والتفاعلات بين هذه السلوكيات والهياكل داخل تلك المؤسسات. النموذج المقترح يأخذ بعين الاعتبار التحديات والفرص في البيئة الخارجية ونقاط القوة والضعف في البيئة الداخلية للمنظمات من أجل هندسة استراتيجية وتكتيكية وتشغيلية، مبنية على تخطيط استراتيجي منطلق من التحليل الرباعي (SWOT Analysis). سنوضح من خلال مرحلة التشخيص في هندسة جودة التأهيل والتمكين لأعضاء هيئة التدريس، الصعوبات التي يمكن أن تعيق أعضاء هيئة التدريس من أجل تطوير المنتجات التعليمية والمتعلقة بالمحاور التالية: ظروف العمل، تنظيم العمل، الاتصال والتنسيق والتشاور، إدارة الوقت، التدريب المندمج والتنفيذ الاستراتيجي. هذه المحاور سنستخدمها أيضا في اقتراح المشروع حيث سنقدم حلولا استراتيجية وتكتيكية وتشغيلية باستخدام الأدوات التالية: المخططات الاستراتيجية والتكتيكية والتشغيلية، جداول القيادة ونظم المعلومات، شبكات الكفاءات وإدارة التدريب والمعرفة والمهارات، شبكة التحليل الذاتي للوقت، وعقود النشاطات الخاضعة لمفاوضات دورية، أيضا من خلال العناصر المذكورة سابقا سنقدم خصائص التنفيذ والتقييم. يتكون هذا البحث العلمي من ثلاثة أجزاء يحتوي الجزء الأول على: أسئلة البحث وفرضياته وأهدافه وأهميته ومنهجيته. في الجزء الثاني نجد الإطار المفاهيمي الذي بني على أساسه هذا البحث حيث نقدم خصائص هندسة الجودة وكيفية مساهمتها في تأهيل وتمكين أعضاء هيئة التدريس من أجل تطوير العمليات المرتبطة بالمنتجات التعليمية. أما الجزء الثالث فقد خصص للنتائج التي تم التوصل إليها من خلال هذا البحث واعتمدنا في الجانب التطبيقي للنموذج على النتائج التطبيقية لبحوث علمية للفخفاخ (Fakhfakh, 2012) والمعالج (Maalej, 2003) حيث طبق النموذج الاجتماعي والاقتصادي لهندسة الإدارة في إحدى مؤسسات التعليم العالي بالجمهورية التونسية. كما اعتمدنا على النتائج التطبيقية لدراسات (الزكري والمرابط، 2015؛ الزكري والمرابط، 2014) حيث طبقت هندسة الجودة على إحدى العمادات المساندة في إحدى الجامعات بالمملكة العربية السعودية، وقد اقتصرت الدراسة على تطبيق واحدة من مراحل النموذج وهي التشخيص. اعتمدنا أيضا في هذا الجانب على تجربتنا منذ أكثر من 18 سنة في تقديم منتجات تعليمية (حسب مناهج فرنسية وكندية ومصرية وأردنية...) لأقسام علمية في العلوم الإدارية بكليات ومؤسسات تعليم عالي في المملكة العربية السعودية والجمهورية التونسية ومملكة البحرين.

In this research, we propose a model for the quality engineering of rehabilitation of faculty members in order to empower the practice of processes related to educational products and their development in the faculties of Economics and Administrative Sciences in higher education institutions in Saudi Arabia and Tunisia. The proposed model is based on the social and economic model for the engineering of management from the French author Professor Henri Savall. The basic premise of this research is that rehabilitation and empowerment of faculty members, are processes related to educational products and their development in the faculties of Economics and Administrative Sciences and other disciplines in the various institutions of higher education, needs to be based on the logic of Processes Management Engineering (identifying inputs and outputs and the transformation of inputs into outputs for quality engineering of rehabilitation and empowerment for development) emanating from the diagnostic process, which provide an essential inputs to the design process of the project (of quality engineering, of the rehabilitation, empowerment and development), and thein turn to the implementation of the project to finish the evaluation process, of the results of project implementation. Success in the application of this thought of management engineering is linked to the quality and excellence of the behaviors of individuals and groups from faculty members and various stakeholders in higher education institutions and the interactions between these behaviors and structures inside these institutions. The proposed model takes into consideration the Threats and Opportunities in the external environment and the Strengths and Weaknesses of the internal environment of the organizations, for a (strategic, tactical and operational) engineering built on the basis of strategic planning, proceeding from the Quaternary analysis (SWOT Analysis). We will show through the diagnostic phase in the quality engineering of rehabilitation and empowerment of faculty members, difficulties that could hinder the faculty members to develop educational products. These difficulties are related to the following axes: Working conditions, Work organization, Communication - Coordination - Concertation, Time management, Integrated training and Strategic implementation. These themes also will be used in the project proposal, where we will give (strategic, tactical and operational) solutions by using the following tools: strategic, tactical and operational plans, Dashboard and the information systems, Grids of competencies and management of training, knowledge and skills, Grids self-analysis time, and Activity Contracts Periodically Negotiable. Also through the elements mentioned above we will provide implementation and evaluation properties. This research consists of three parts. The first part contains: the research questions, hypotheses, objectives, importance, methodology and general presentation of the proposed model. In the second part, we find the terminological and conceptual framework, based on which we built this research where we present the characteristics of quality engineering and how it contribute to the rehabilitation and empowerment of faculty members toward the development of processes related to educational product. The third part has been dedicated to the findings of this scientific research, where we will describe with a detailed manner, the model of quality engineering of rehabilitation and empowerment of faculty members toward the development of processes related to educational product in the faculties of Economics and Administrative Sciences in higher education institutions in the Kingdom of Saudi Arabia and Tunisia, where we based in the practical side of our model on the practical results of scientific research of Fakhfakh (Fakhfakh, 2012) and Maalej (Maalej, 2003) where was applied the socio economic model of engineering management in one of the higher education institutions in Tunisia. We also based on studies (Zakari and Mrabet, 2015; Zakari and Mrabet, 2014) where they applied quality engineering into one Deanships at a Saudi Arabia university, the study was limited to the application of one stage which is the diagnosis. We have relied in this aspect, on our experience since more than 18 years in the presentation of educational products (through curriculum from France, Canada, Egypt, Jordan...) to scientific departments in the administrative sciences in faculties and higher education institutions in the Kingdom of Saudi Arabia, Tunisia and the Kingdom of Bahrain.
