المستخلص: هدفت الدراسة إلى التعرف إلى كيفية تنويع مصادر نظام تمويل التعليم في المملكة؛ لمواكبة رؤية 2030، والوقوف على أبرز التجارب العالمية المتمثلة بالتجربة الأمريكية، واقتراح بدائل لتمويل التعليم. وقد استخدمت الدراسة المنهج الوثائقي التحليلي المقارن بتحليل 17 دراسات ووثائق وتقارير حكومية ومجموعة من المواقع الإلكترونية. 2-توصلت نتائج الدراسة: إلى أن مصادر تمويل التعليم في المملكة العربية السعودية حكومية، وأن مشاركة القطاع الخاص ضئيلة جدا، وأن من أهم التحديات التي تواجه نظام تمويل التعليم ارتفاع نسبة الإنفاق الحكومي على التعليم ارتفاعا كبيرا يفوق الدول، وهذا يمثل عبئا كبيرا على ميزانية الدولة، ورفض بعض القيادات الشراكة مع القطاع الخاص. 3- اقترحت الدراسة عدة بدائل لنظام تمويل التعليم في المملكة؛ لتساعدها في تحقيق أهداف رؤيتها 2030، ومنها: نشر ثقافة المشاركة في تكاليف التعليم والجامعة والمدرسة المنتجة، وتقديم المنح والمساعدات الطلابية من خلال القروض الحكومية أو البنكية، وزيادة مساهمة رجال الأعمال من خلال الكراسي البحثية والتبرعات والأوقاف، وترسيخ مبادئ ثقافة الرقابة المحاسبية بما يسهم في حسن استثمار موارد المؤسسات التعليمية وتنميتها.4-أوصت الدراسة: أن تكون المؤسسات التعليمية في المملكة متوافقة مع رؤية 2030 لتكون مؤسسات إنتاجية، واختيار أفضل القيادات الأكاديمية؛ لتفعيل مفهوم التمكين في رؤية 2030 م؛ لإدارة موارد المؤسسات التعليمية، والعمل على تطويرها، وتنويع مصادرها، بما يسهم في تحقيق الاكتفاء الذاتي، ويقلل من معدلات الهدر التربوي.

The study aimed to find out how to diversify the sources of funding for education in the Kingdom to keep up with the 2030 vision, stand on the world's leading testing American experience and to propose alternatives to fund education , the study used the comparative analytical documentary method to Analyze 17 studies, documents, government reports and a range of websites-The results of the study concluded that the sources of funding for education in the Kingdom is governmental and participation of the private sector is very small, also showed that the most important challenges is the high proportion of spending on education for the government to spend heavily financing the education system than countries which represents a considerable burden on the state budget, and the refusal of some leaders of the partnership with the private sector. -The study proposed several alternatives to the system of financing education in the Kingdom to assist them in achieving the objectives of vision 2030, including: spreading a culture of participation in the cost of education, the university and the school produced, grants and student aid through government or bank loans, and increase business contribution through research chairs and donations, endowments, and establishing the principles of accounting control culture would contribute to a good investment and development of educational institutions resources. -The study recommended that the educational institutions in the Kingdom are compatible with its Vision 2030 to be productive institutions, choose the best academic leaders to activate the concept of empowerment in the vision 2030 for the management of educational institutions, resources and work to develop and diversify their sources, thereby contributing to the achievement of self-sufficiency and reduce educational wastage rates.
